Photography Services
West Africa Energy Program (WAEP)

 

 

 

1. BACKGROUND
The USAID funded, Power Africa West Africa Energy Program (WAEP or the Program) is a four-year program (2019-2023) aimed at expanding the supply and access to affordable and reliable grid-connected electricity services in 23 countries across West and Central Africa. The Program also intends to mitigate critical barriers to attracting and sustaining necessary investment in electrical power generation, transmission, and distribution by working closely with technical and legal experts, the private sector, and governments.

WAEP is being implemented by a consortium led by Deloitte Consulting LLP, USA.

1.2 PURPOSE
With WAEP moving into its second year, there is a high expectation for increased program visibility. With a large regional presence, new ways of communicating must be explored to showcase the exceptional work being done without limiting experiences to trainings and events. The Program is therefore seeking the services of a talented professional photography company or team to document the WAEP team’s work in various settings around Ghana as part of a fixed-term contract to aid the Program’s communication priorities. The photos acquired as output of the service required from the service provider will be used for reporting purposes as well as for the marketing and branding of the Program. These professional, well-composed photos will help convey WAEP’s successes and pave the way towards generating a photo database with access to high-quality images.

WAEP is seeking for reputable service providers to provide photography services under a fixed priced contract to visit sites in Ghana to take high quality photos for use in digital and print publication.

WAEP will carry preliminary engagement with all bidders to examine previous work done and would hold a kick-off meeting with the selected bidder. Service providers with the capacity to provide the services mentioned above are encouraged to submit quote.

II. SCOPE OF WORK
The photography team will be required to supply photos suitable for publication on websites, social media, and printed marketing materials. The team would be required to visit series of predetermined sites in Ghana to take high-quality photos for use in digital and print publications, marketing materials, press packets, LinkedIn, and for any other communications needs that may arise. The photography company or team chosen for this assignment will visit these sites in August 2020.

II.2  GENERAL REQUIREMENTS
The photos should clearly show various infrastructure sites in the energy sector. This would be done through taking photographs of power sector infrastructure and capturing or staging images that showcase Program impact. All photographs taken will be the sole property of WAEP without copyright, credit, or use restrictions.

Location and timeframe of work
The photography firm/team will be required to be present for a virtual planning and kick-off meeting to discuss messaging, imagery, and work plans, but otherwise will work from their own offices, studio, and the field. The contract will be for a total number of 2 week with three (3) days field work. The photograph y team will travel to these sites with the WAEP Events Coordinator to ensure that the desired imagery are captured.

Task 1: Akosombo, Ghana, 9:30 a.m. to 6:00 p.m.

  • The first task entails taking photos at the Akosombo Dam, Ghana’s main source of electricity in southeastern Ghana.
  • It is required that the team be present at the Volta River Authority office in Akosombo, from 09:30 a.m. to 6:00 p.m. to capture evening photos as well.

Task 2: Tema, Ghana, from 9:30 a.m. to 2:00 p.m.
The second task involves taking photos in the Ghana Grid Company Control Room and the new Tema Substation. This will be done on the second day.

Task 3: Gomoa Onyeadze, Ghana.
The third task involves taking field photos at the 20 MW solar power plant of BXC. The team will be required to be in Gomoa on the third day.

WAEP envisions a fixed price service contract with deliverables being the pictures which will be required to be taken from the predetermine sites mentioned above. By way of this Request for Quotes, the WAEP therefore requests your best pricing for photography services.

III. Travel Arrangement
WAEP will arrange and pay for the following:

  • Transportation services
  • Travel from Accra to Akosombo and back
  • Travel from Accra to Tema and back
  • Travel from Accra to Gomoa and back

IV.  Deliverables

IV.2   Overall deliverables
It is the responsibility of the WAEP team to ensure:

  • Written approval from companies that manage these sites
  • Awareness of individuals who appear in these photos

IV.3 Specific tasks and requirements
It is the responsibility of the photography team to deliver: At least 50 high quality (JPG or PNG), color photos from all three of the sites below (at least 150 photos total). The photos must be able to be reproduced in print, multi-media, and online formats. These include flyers, posters, banners, films, presentations, websites, and social media platforms.

  • Site 1: Akosombo Dam
  • Site 2: Site photos from GRIDCo
  • Site 3: Field photos BXC Solar project

IV.4  Final product delivery
The photos should be delivered to the WAEP Communications team by both a Google Drive or Dropbox link, and a USB Flash Drive. Please use the following email addresses when sending photos electronically:

V. CONTRACT MECHANISM AND TERMS OF PAYMENT
WAEP anticipates issuing a Fixed Price Services Purchase Order to a selected Bidder. WAEP will issue fixed payment(s) based on submission and WAEP’s acceptance of deliverables. Once an award is issued, it will include a fixed price payment schedule based on actual days worked and the delivered output per the terms of the contract according to required deliverables specified above.

VI. EVALUATION OF OFFERS
WAEP will evaluate and review offers received on a best-value determination; Bidders should submit their most competitive price quotes. The evaluation committee will review the offers and will also assess the reasonableness of costs and the cost-effectiveness of the offer, and will determine whether the costs reflect a clear understanding of project requirements. A contract will be offered to the responsible Bidder whose offer is selected and whose terms and condition is judged to be the most advantageous option to the Program.

VII.  WITHDRAWL OF OFFERS
Offers may be withdrawn by written notice via email at any time before award. Offers may be withdrawn in person by a Bidder or authorized representative, if the representative’s identity is made known and the representative signs a receipt for the proposal before award.

VIII. RIGHT OF NEGOTIATION AND ACCEPTANCE
This RFP represents a definition of requirements and is an invitation for submission of offers. WAEP reserves the right to fund/award any or none of the submitted quotes. No commitment made, either expressed or implied, to compensate Bidders for costs incurred in the preparation and submission of their quotes. WAEP may reject non-responsive offers. A responsive offer is one that complies with all terms and conditions of the RFP. A proposal must be complete, signed by an authorized signatory and delivered no later than the submission time and date indicated instruction on the cover sheet of this RFP. WAEP may reserve the right to waive any minor discrepancies in an offer.

WAEP reserves the right to issue an award based on the initial evaluation of offers without discussion. WAEP also reserves the right to enter into best and final negotiations with any responsive Bidders for all or part of the proposed scope.

IX. VALIDITY OF OFFERS
Offers submitted shall remain open for acceptance for 90 days from the last date specified for receipt of proposals. This includes, but is not limited to, pricing, terms and conditions, service levels, and all other information. If your organization is awarded the contract, all information in the RFP and negotiation process is contractually binding.

Required Skills or Experience

X. MINIMUM BIDDERS QUALIFICATION Bidders submitting offers must:

  • Be officially registered to do business in Ghana · Be able to received USAID funds
  • Should not have been identified as a terrorist.

In addition, Bidders are required to:

  • Have at least three to five years of professional photography experience in advertising, print, or electronic media including landscape and portrait photography
  • Ownership or possession of high resolution, state of the art digital equipment
  • Specialization in field photography, preferably of social and developmental work or energy-sector related
  • Availability and willingness to travel
  • Excellent project management skills
  • Excellent communication skills
  • Previous experience with USAID or International Organization or Power Africa is preferred
  • Relevant photography degree or certificate is preferred
