Sewerage Systems Ghana Limited (SSGL) is an engineering, construction and procurement specialist company which focuses on the provision of efficient liquid waste treatment. The Company, which is a fully Ghanaian owned company, has built two new faecal treatment plants (Lavender Hill Faecal Treatment Plant – near the Korle Lagoon and the Kotoku Faecal Treatment Plant- Adjen Kotoku) and rehabilitated the Mudor Sewerage Treatment Plant, also at James Town. The plants serve the populace of Accra, where they receive and treat, sewer and faecal sludge.

Job Description

SSGL is currently looking for an accomplished Project Director for the construction of a faecal treatment plant in Tema, with strong technical and leadership skills to monitor, coordinate, manage and drive project execution goals. The candidate must have a track record of minimizing construction costs and maximizing high quality productivity, and be able to direct the strategic planning of multiple projects. He/she will oversee the coordination of personnel and resources required to successfully complete these projects.
 
JOB PURPOSE
Lead the management, coordination and delivery of high value and complex work projects in accordance with industry best practices and compliant with statutory requirements. The Project Director will oversee and manage project execution, to ensure that the project is successfully delivered on time and within budget. He/she will manage change and assess the operational and financial risks for proposed construction project plans and process for engineering, procurement, construction and commissioning.
 
REPORTS TO: MANAGING DIRECTOR
 
KEY RESPONSIBILITIES
Strategy & Policy Development
  • Prepare delivery strategies projects, coordinate with and integrate input from other support functions such as technical, legal, finance, and operations to execute the project
  • Deliver large scale infrastructure projects from master planning phase, through design, construction until operation stage within specified timeline
  • Lead a team civil engineers / project managers for design and construction works to ensure high level deliverables in terms of quality, safety and progress
  • Manage the preparation and regular review of the project specific development and design briefs to ensure its alignment with the project business objectives, and provide a clear sense of direction
  • Manage internal and external teams to ensure that feasibility, program, design, technical, quality and leasing specifications of projects are achieved through to completion and handover
  • Manage and oversee the day-to-day construction management of the project
  • Monitor construction productivity and schedule performance investigation reasons
  • Provide recommendations and institute measures for operating procedures for improvement
Stakeholder Relations & Management
  • Engage with senior stakeholders, external providers and consultants to develop and agree on project scope, budgets, timelines and deliverables
  • Maintain professional relationships with GEA, EPA, Regulatory Agencies, MDA’S/MMDA’S, SSNIT and other external stakeholders to facilitate the operations of the Consortium
Performance Monitoring and Evaluation
  • Define clear roles & responsibilities, as well as deliverable requirements in terms of both scope and schedule to all the team members
  • Manage effectively, the project team including engineers, consultants, construction managers and staff
  • Develop systems and processes that track and optimize construction productivity and standards
Budgeting and Financial Management
  • Develop schedules and budgets for the projects, implementing expenditure controls
  • Prepare detailed construction cost estimates & documentation for project funding
  • Allocate resources effectively and fully utilize assets to produce optimal results

Legal and Compliance

  • Review and highlight the risks associated with all the necessary legal documentation relevant to the civil infrastructure development process that needs to be implemented, including contracts, appointments, agreements, warranties, performance guarantees, purchase contracts, utilities contracts, and other such documentation and correspondence to facilitate and deliver the projects
  • Ensure all changes to specifications, work scope and drawings are documented
  • Provide QAQC/HSE leadership within the Project Director’s sphere of influence
  • Lead and monitor to ensure that all legal and statutory obligations are adhered to

Information and Reporting

  • Prepare and submit periodic reports on project activities to the Managing Director
  • Stay abreast with legislation, regulations and international best practices to efficiently deliver project
  • Establish, update and regularly report on the consolidated risk register and mitigation measures

Employee Performance and Development

  • Hold direct reports accountable for managing their assignments to ensure attainment of set targets/ goals in all functional areas
  • Conduct performance appraisal and provide input for career development and recommend performance incentives for subordinate staff
  • Identify training needs and facilitate training for subordinate staff

Required Skills or Experience

Education
  • MSc degree in Civil or Construction Engineering, Quantity Surveying or related field
  • A post graduate certificate in Project Management (PMP), Executive Masters in Business Administration or Masters in Business Administration will be an added advantage
  • Must be a member of a recognized professional body
Experience
A minimum of eighteen (18) years working experience with at least, ten (10) years in a senior management position

  • Good knowledge in the use of Microsoft Word, PowerPoint, Excel, Internet, ERP, etc.
