Job Description

Key Responsibilities

OEMS Coordination (Effectiveness /Performance Improvement):      20%

  • Manages OEMS implementation and sustenance effort for the company as subject matter expert.
  • Support effective tracking and analysis of the company's OE/HES performance against metrics and milestones and communicate gaps to functional groups.
  • Manages the company's OE implementation coordination activities including evaluation of the design and effectiveness of processes, practices, policies and operating practices.
  • Support in the preparation of materials and facilitation of the company's Operational Excellence Leadership Meeting/Steering Committee; sharing progress, development, challenges and presenting suggestions for OE improvements within the entire organization
  • Facilitates the MSP cycle for continual improvement self-assessment for all the company's OE Elements

OEMS Performance Analysis and Trending        20%

  • Review expected percentage completion of the yearly OE process activities
  • Evaluate potential issues (new initiatives, regulatory, operations, etc.) that may impact process execution or effectiveness with the HES Manager and OEMS Champions
  • Review progress against OE plans and targets to determine whether they are effective and that performance is on track to achieve OE Vision and Objectives.
  • Evaluate the Management System Process activities for improvement.
  • Consider results of external reviews, peer assists and business partner audits conducted to identify additional opportunities for continual improvement
  • Liaise with OEMS Champions in the roll out of new OE Expectations

Management of Change (MOC):            20%

  • Ensure enforcement of Management of Change (MOC) process
  • Track MOC Risk Assessment and Functional reviews
  • Provide guidance and SME on MOC matters
  • Participate in OEMS MSP self-assessments
  • Integrate MOC activities into project plans
  • Provide guidance on when MOC is required or not
  • Conduct field verifications efforts on utilization of MOC and its effectiveness
  • Manage the MOC database, assess and handle required upgrade
  • Fulfils all the requirement of an OE Element Champion as the MOC Champion for the company.
  • Track, effectiveness, analyze performance and compliance, prepare report and lead MOC continual improvement efforts
  • Provide HES Manager with monthly MOC metrics

Process Safety and Reliability Engineering Support          15%

  • Work with process safety engineer to provide functional knowledge and guidance in the implementation of Process Safety Management (PSM) policies, standards and best practices; work with R&M stations, functions and other units to ensure effective compliance with government regulatory requirements, applicable international standards and Company Policies/Standards.
  • Support in identifying and recognizing process hazards and risks related to project / operational activities, and provide solutions for continued risk reduction / improvements to help maintain and enhance the company operations.
  • Participate in Operations Routine Duty (ORD) Audit and interface with all functions within the company to ensure delivery of Reliability Improvement and Technical Integrity in accordance OEMS standards to meet business targets.
  • Support reliability Improvement initiatives, and root cause/causal learning analysis towards reducing facility and equipment downtimes and Integrity incidents.

Project HES Support            15%

  • Define, examine implications, and propose new facilities, procedures and/or facilities/procedures modifications to achieve company operating objectives
  • Serve as HES support on Project Activities across the organization
  • Drive the implementation and development of Project HES Plan as well as Project Specific Risk Register
  • Participate in risk assessment relating to projects across the organization

HES Practices Review and Tracking        10%

  • Coordinate the annual review of the HES Practices
  • Ensure the HES Practices Review Register is up to date
  • Disseminate new HES Practices and review updates/changes to all personnel

Key Deliverables /Key Performance Indicators (KPIs)

  • Serve as OEMS Coordinator in liaising with OEMS Champions to conduct an annual review of all OEMS activity to evaluate progress on performance and effectiveness of the Management System Process.
  • Complete a review of all OEMS activity annually to evaluate progress and identify possible plan adjustments for the next business period.
  • Reports and maintains MoC metrics monthly.
  • Interfaces with the MoC Originators regarding updates, reviews and proper documentation.
  • Tracks timely completion of assigned MoC items, and closes MoC after all assigned items are completed and verified.
  • Participate in Operations Routine Duty (ORD) Audit and ensuring timely closure of audit action items.
  • Coordinate the annual review of the HES Practices and ensure the HES Practices Review Register is up to date.
  • Participation in key project activities in the company.

Required Skills or Experience

  • Minimum of a Bachelor’s degree in Engineering (Mechanical/Chemical/Electrical) or physical sciences is required
  • Relevant postgraduate degree in HES or Engineering related field will be an added advantage
  • Relevant safety certifications in Process Safety management / Risk-based Process Safety management; Environmental Management System (ISO14001) /Occupational Health & Safety (NEBOSH/IOSH
  • Oil and gas experience preferred
