We are looking for a Compliance Manager to support PSI Ghana and the PMI VectorLink Project. The PMI VectorLink Project is equipping countries to plan and implement safe, cost-effective, and sustainable life-saving malaria vector control interventions with the overall goal of reducing the burden of malaria. The Compliance Manager will lead the compliance and contract management for PSI Ghana, including implementation of the project, issuing of subawards and subcontracts, and procurement of goods and services.

Your contribution

Contract Administration and Compliance

  • Interpret and advise project staff on FAR/AIDAR regulations and guidelines, project-specific policies, and PSI policies.
  • Develop associated procedures and standards pertaining to the specific requirements of the project.
  • Prepare requests for prior donor/funder approval in accordance with the requirements of the contract.
  • Liaise with the Associate Program Manager and the Grants and Contracts department in DC for complex contractual management issues.
  • Ensure branding and marking requirements are properly administered throughout project implementation.
  • Review prior audits to identify areas for improvement related to contract management.
  • Prepare close-out documentation.

Subcontract and Procurement Management

  • Prepare consent to subcontract requests for donor/funder approval.
  • Conduct pre-award assessments of subcontractors, draft selection and negotiation memoranda, and develop risk-based monitoring plans for subcontractors.
  • Draft subcontracts for review and approval by the Grants & Contracts Department.
  • Ensure that site visits and ongoing monitoring of subcontractors are conducted and documented throughout program implementation.
  • Review procurement actions, including standard and non-standard vendor agreements, prior to finalization and execution as directed by the Finance & Admin Manager.
  • Ensure proper reporting and compliance for all subcontract, consultant, and procurement actions.
  • Liaise with key stakeholders as necessary to support prime contract and task order requirements.

Training and Capacity Building

  • Conduct periodic compliance and programmatic reviews and closeouts in coordination with the Associate Program Manager, Grants & Contracts Department, and Finance & Admin Manager.
  • Following organizational guidelines and procedures developed by the Grants and Contracts, Procurement, and Finance Departments, evaluate country office risk and design relevant capacity building plans related to development of both PSI Ghana staff and subcontractor capacity.
  • Support the team to build the capacity of staff involved in preparing procurement and contractual documents, including development of training materials, guidance documents, instructions, and/or SOPs.
  • Serve as quality control and assurance officer for guidance and outputs to ensure consistently high standards.
  • Make presentations and train project staff as needed including through one-on-one mentoring, small group trainings, corporate training programs, and information dissemination.
  • Perform other duties and responsibilities as required.

Required Skills or Experience

  • Candidates should possess a relevant degree
  • At least six years of increasingly responsible, related experience in USG contract compliance oversight and management, with an emphasis on USAID government contracting and procurement.
  • Demonstrated knowledge of the Federal Acquisition and Regulations, AIDAR, and 2 CFR 200, Subpart E Cost Principles and Subpart F Audit Requirements.
  • Ability to write well with attention to detail in order to compose reports, presentations, and emails in an organized, logical, and concise manner.
  • Experience responding to audit inquiries, working closely with external parties to ensure a high degree of compliance.
  • Prior work history adhering to USG procurement processes.
