Job Description

BACKGROUND
We are recruiting a Civil Engineer based in Accra to perform engineering duties including planning, designing and overseeing construction and maintenance of building structures undertaken by Qatar Charity and its partners in Ghana.
 
The Civil Engineer is a full-time position who will be reporting to the Program Manager. (S)he will be responsible for planning, implementing and supervising QC ongoing construction projects and would make sure that architectural designs are in accordance with the construction laws of Ghana and match the agreed designs and under the approved and allocated budget.
 
DUTIES & RESPONSIBILITIES
  • Under direct supervision of the Program Manager, the officer will have the following responsibilities: 
  • Taking full charge of the technical aspects of QC construction projects;
  • Reviewing plans and designs submitted by the implementing partners and advise the Program Manger accordingly;
  • Supervising on-going projects through conducting field visits to ongoing QC projects and prepare reports accordingly;
  • Revising cost estimates provided by different implementing partners;
  • Preparing, revising plans, designs and Bill of Quantities;
  • Participating in the preparation of all programme reports, budget reviews, programme analysis etc;
  • Coordinate activities and exchanges information with QC management to contribute to the achievement of the overall country programme objectives;
  • Helps in drafting and finalizing contracts with different partners as and when required;
  • Guides QC management by researching and advising on the best engineering solutions for proposed projects; 
  • Produces and revises the detailed designs and documentation for the construction and implementation of civil engineering projects;
  • Supervises the testing and commissioning of completed works;
  • Analyses and interprets reports on loading, labour, productivity, quality, materials and performance;
  • Undertakes technical and feasibility studies and site investigations;
  • Supervises tendering procedures and puts together proposals;
  • Other duties as and when required.
NATURE OF POST
The post is technical.  The officer will not only interpret guidelines, but contributes to the development of guidelines as the programme evolves. The officer will be required to assess the most appropriate modes of action to accomplish the programme objectives. He/she may be required to work long hours and meet deadlines while working under minimal supervision.

Required Skills or Experience

Education & Other Essential requirements:
  • A University Degree in Civil Engineering, A Diploma in Procurement will be a plus.
  • Must be well groomed and have a pleasing personality 
  • Must have excellent communication and interpersonal skills 
  • Must be proficient in Microsoft Word, Excel, PowerPoint and any other engineering software (auto-cad etc). 
Competence:
  • Ability to collect and analyse data;
  • Communication and negotiating skills; 
  • Willingness to travel to rural areas;
  • Excellent market knowledge about the construction business;
  • Good interpersonal skills to ensure effective working relationships with colleagues and external partners including governmental institutions;
  • Teamwork and problem solving oriented;
  • Ability to meet deadlines, achieve results and work with minimal day to day supervision; Etc.
Language skills                                                                                               
Excellent level of reading, writing and speaking English language, Fluency in   Arabic will be plus. 
 
EXPERIENCE:
Preferably 3-6 years of successful and verifiable experience in construction and civil engineering.
