Job Description
BACKGROUND OF THE PROJECT
The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy-making, regulation and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.
Tetra Tech ARD is seeking the services of a consultant to undertake a Market Analysis of Financial and Socially Suitable Livelihoods and Small Pelagic Fisheries Value Chain Analysis in Ghana’s coastal communities.
The objective of the Value Chain Analysis (VC) of small pelagic fisheries is to identify market demands and requirements, VC inefficiencies (e.g., post-harvest losses and higher market accessibility challenges), and priority opportunities for value addition and new market penetration. The value chain analysis will characterize and quantify the relationships at all stages of production, processing, and distribution to the consumption of fish and other fishery products. It will map actors, assess actors’ habits, preferences, practices, and competencies, as well as the effectiveness of linkages and functions. It will also identify the economic value at each stage of the chain and make a comparative analysis of the cost-benefits of each operation.
While the objective of the Financial and Socially Suitable Livelihoods (FSSL) study is to conduct a market analysis to identify and support suitable alternative or supplemental livelihoods for men, women, and youth exiting or reducing labor within small pelagic fisheries-related livelihoods. This is intended to reduce pressure on fishery resources and enhance sustainable management of fish stocks.
