Job Description

The Role

Bixal seeks a MEL Specialist to support the Chief of Party (COP) in providing MEL services to the USAID Ghana Mission for a four-year activity. The MEL Specialist will provide expert level support and guidance in the technical leadership and oversight for teams supporting MEL assignments for USAID and its partners. The ideal candidate will be an innovator and enjoy learning and new challenges. The MEL Specialist will be an excellent writer and public speaker and able to synthesize qualitative or quantitative data with a high level of quality. A senior leader—the right candidate can provide technical oversight on all types of MEL deliverables and also manage personnel, a budget, and the safety and security of staff. This is a full-time proposal position contingent on contract award. 

Responsibilities

  • Support the COP to deliver high quality monitoring, evaluation, and learning services as required by USAID, specializing in one area, but able to deliver on all areas of MEL 

  • Represent Bixal to USAID technical officers and implementing partners 

  • Oversee evaluation, analyses, and assessments throughout the life of the activity, including data collection, design of evaluation methodologies and participatory data collection methods and protocols, as well as data quality verification techniques.

  • Responsible for the design, quality, and final deliverables of all evaluation reports and any evaluations, assessments, surveys, and studies including the testing of the development hypotheses, where feasible. This will include the design of the evaluation methodology and participatory data collection methods and protocols for both performance and impact evaluations.

  • Work with the Chief of Party (COP) in ensuring that evaluation information is shared and fully utilized through knowledge sharing and strategic learning processes to speed innovation and improve upon and bring new innovations to the Mission's programmatic work in-country.

  • Develop M&E plans, define project indicators, develop and maintain performance indicator reference sheets, and collect and review monitoring data on a routine basis  

  • Provide inputs into USAID performance management plans (PMPs) and/or Activity M&E plans  

  • Serve as a technical team member on performance and impact evaluations, including instrument development, qualitative and quantitative data collection and analysis, survey management, data cleaning, report writing, and results dissemination  

  • Oversee and provide quality assurance to data collection subcontractors and/or technical consultants 

  • Perform other duties as required 

Required Skills or Experience

  • Master's degree or higher in a relevant field (e.g., public health, international development, economics, public policy, etc.) 
  • 8+ years of experience in monitoring and evaluation methodologies (i.e. both quantitative and qualitative data collection, processing, and analysis)
  • Demonstrated experience in monitoring and evaluation, collaboration, learning, and adapting (CLA) approach
  • Understanding of international development including health, education, governance, energy
  • Demonstrated practical experience in using monitoring and evaluation and learning activities to inform activity implementation and results
  • Experience working in Ghana
  • Experience working on USAID-funded projects, particularly within the USAID/Ghana Mission 
  • Ability to work as part of a cross-cultural team with a high degree of sensitivity and cultural competence 
  • Superior organizational skills and attention to detail 
  • Excellent English writing, speaking, and presentation abilities
  • Fluency in other languages applicable to the region strongly preferred
