Job Description

Project Background

The Feed the Future Ghana Trade and Investment (GTI) Activity was initiated December 1, 2021, and will run for 5 years.  The activity will work closely with public and private sector stakeholders to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops. GTI will facilitate investing in firms that trade goods across borders, spur innovation, and build the capacity of the entire trade sector. 

Purpose: 

The Grants Manager will report to the Finance & Administrative Director and work closely with the Chief of Party and technical staff. S/he will be in charge of GTI’s grants-under-contract (GUC) program. This involves providing grants support to meet GTI’s employment, skills, and business development objectives for marginalized populations (gender, disabled, youth) and obtaining stakeholder buy-in through co-funding or cost-share, including for the private sector (e.g., women-owned or led SMEs). The Grants Manager will work closely with USAID to establish selection criteria and review, select, and approve GUCs.  

Responsibilities:

S/he is responsible for undertaking the following tasks and responsibilities in a professional manner:

  • Oversee grants-under-contract component of the Activity
  • Supervise and support grantees
  • Publicize calls for concepts widely
  • Manage grant evaluation, award, and post-award monitoring, assessing prospective grantees’ ability to handle grants ahead of time
  • Support revision/editing of applicants’ proposals and review budget estimates for allowable costs, reasonableness, and consistency
  • Prepare grant agreements and ensure documentation is complete and recorded in the Awards Management System
  • Develop budgets during grant development and assume implementation oversight once the grant is awarded
  • Assist and direct grantees during implementation, focusing on finance, procurement, and compliance
  • Guide grantees on grant and procurement requirements and procedures
  • Ensure grantee and project compliance with USAID regulations
  • Maintain grant policies, procedures, and practices
  • Prepare cost and no-cost amendments for grants, subcontracts, and purchase orders with Director of Finance and Administration
  • Manage grants reporting to USAID.

Required Skills or Experience

Qualifications:

  • The ideal candidate for the Grants Manager position will hold a University degree in Economics, Political Science, Business Administration, Accounting, Finance, or related topics. 
  • A minimum of 7 years working experience with a USAID project or other international development organization is required, with at least 5 of those years managing grants under contract or sub-grants. 
  • Familiarity with key USAID grant mechanisms such as RFA and APS. 
  • Strong organizational skills and be a proactive and efficient communicator with strong interpersonal skills. 
  • Demonstrated ability to build grantee and project staff capacity for grants management and to monitor their performance.
  • The ability to work under pressure with minimal supervision and demonstrate discretion with common sense in discharging assigned responsibilities. Incumbent must recognize the need to consult and seek for help from superiors when in doubt.
