Job Description

The USAID-funded Ghana Market Systems and Resilience Activity (MSR) is a five-year, $35.9M follow-on project to USAID/Ghana ADVANCE II. MSR will leverage over a decade of experience linking smallholders to markets, inputs, and services in Ghana. The project will strengthen commercial relationships between market actors, improve the rural entrepreneurship ecosystem to enable greater market participation, particularly for women and youth, expand the availability of agribusiness services, and link targeted policy initiatives to improved local economic governance. These activities will result in competitive, stronger, and more resilient markets, thus increasing inclusive agriculture-led economic growth in northern Ghana. 

Pursuant to its mission, ACDI/VOCA is seeking experienced and talented professionals for the HR and Operations Manager position. The position will be based in Tamale and is expected to provide managerial, logistical, and administrative support required for the fulfillment of deliverables including management of human resources, general services/facilities, and logistics. The job holder will ensure compliance with all relevant regulations. He/she will develop processes and metrics that support the achievement of the project's business goals. The position reports to the Chief of Party.   

Responsibilities: 

1. Coordinate the Human Resources program and activities in the project: 

  • Coordinates staff planning, recruitment, selection, and orientation. Prepares job descriptions, advertisements, and employment and consultant contracts and scopes of work. Designs and promotes gender sensitive recruitment, deployment, and retention strategies. 
  • Administers the compensation, performance management and benefit programs. Supports key personnel such as Directors and Managers in conducting performance appraisals. Manages and maintains health insurance benefits/policy and records pertaining to staff insurance and direct staff on process for preparing and submitting insurance claims if applicable. Manages settlement and clearance of all staff upon separation under direction of the COP and direct-line manager. 
  • Manages the communication of and compliance with local labor laws, cultural norms, donor requirements, and ACDI/VOCA policies.  Provides training to staff as required. Alerts the COP as new regulations come into effect in country that will impact the integrity of the Projects Employee Policy Manual (EPM). 
  • Provides support and guidance to program line managers to ensure all activities are compliant with ACDI/VOCA standard operating procedures. Provides support and recommendations to the Finance and Ops Director and COP on personnel-related issues. Addresses complaints and disputes in a confidential manner under the direction of the COP and direct-line manager. Acquires legal advice as necessary to ensure full compliance with local labor laws. 
  • Establishes and maintains standard human resource management systems. Maintains complete and accurate confidential personnel files for all staff. Maintains position/employee records in the Global Employee Management System on all staff within the program. Prepares and submits governmental reports and provides periodic HR and related issues action plans and activity reports as required. Monitors employees’ leave balances and attendance records, providing reports to supervisor upon request. Prepares annual holiday schedule for senior management review and approval.  

 2. Supports the operational management of the project.  

  • Supports operational management of the project: 
  • Implements office support procedures and recommends changes as required. 
  • Ensures that the procurement process is systematic, transparent, and compliant. Works with the Finance Manager to ensure that procurements, contracts, and purchase orders are reasonable, allowable, and allocable. Ensures timely processing of purchase requests.  
  • Coordinates with the project teams as required to procure items for activities. 
  • Oversees and maintains office management systems including office lease, utility and service contracts, and other relevant contracts. Ensures compliance and accountability of program resources.  
  • Establishes and oversees the inventory system in the program. Provides periodic audits of all inventories. Oversees maintenance of office equipment such as photocopiers and scanners and ensure repairs are made in a timely fashion. 
  • Ensures incidents involving staff and or property are reported. Provides supervisor with comprehensive understanding of ACDI/VOCA’s liability and recommends actions to be taken to limit risk to the organization. 
  • Oversees service contracts for cleaning, maintenance, and repair of all facilities including electricity supply, water and plumbing. 
  • Ensures proper documentation and filing of all operations-related documents. 
  • Supports periodic meetings with respective vendors to improve services. These include security firms, cleaning, mobile phone and internet service providers, hotels, taxis, travel agents/Airlines, Landlords etc. 
  • Assists with defining key workflows, detailed procedures, and standard quality controls. Implements office support procedures and recommends changes as required. 
  • Oversees vehicle maintenance, vehicle/travel calendar, and vehicle insurance. Ensures the proper management of the fuel accounts and conducts spot checks. Analyzes fuel consumption within the project. Introduces internal controls as needed.  
  • Establishes effective inventory system. Maintains equipment and furniture inventory list, including location of all assets. Regularly physically verifies existence of all inventories. 

​3. Directly supervise the employees assigned to the Operations unit and provide relevant guidance and support in their day-to-day activities. Responsible for managing employees’ performance, career development and growth.   

Required Skills or Experience

Minimum Qualifications: 

  • Bachelor’s degree in human resources, business administration, management, or related field is required.  
  • A minimum of seven (7) years of progressive work experience in Human Resources or general operations management. A minimum of two (2) years of experience managing the office administration, procurement and/or facilities management that includes supervising staff. Experience working on USAID-funded contracts with experience in USAID regulations, policies and reporting requirements is essential.  
  • Knowledge of the country’s pertinent labor laws, government regulations, and legal codes and precedents. 
  • Knowledge of principles of human resources including recruitment, selection, compensation and benefits, employee relations and personnel files.  
  • Knowledge of general administrative concepts and principles in the NGO-type organization. 
  • Knowledge and skills in USAID procurement management is an added advantage. 
  • Ability to initiate and make recommendations on procurement process; experience with methods to avoid wasteful spending preferred.   
  • Excellent written and spoken English language skills as well as fluency in local language is essential.  
  • Strong analytical and problem-solving skills and attention to detail. Proven ability to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to problems. 
  • High level of ability in Microsoft Office applications.  
  • Ability to travel within the country as necessary.
