Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017. We work to improve the health of people living in Ghana primarily through implementation of innovative evidence-based interventions that increases access to and utilization of health products and services in a measurable and impactful way. Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

Job Description

Job Summary

The Monitoring and Evaluation(M&E) Officer is responsible for ensuring the strategic use of project information at all levels of the field operation. This includes developing and managing M&E frameworks and processes for each of TFHO’s programmes, and ensuring accurate and timely data collection and reporting to donors and other stakeholders. The M&E Officer will work to create a “culture of information” within TFHO that ensures real-time analysis of data for operational decision-making, and thorough “mining” of project data to inform strategy and communicate lessons learned internally and externally.  

Job Specification

  • Assist the Research Director with the development of M&E plans for specific programs, including indicator selection, target setting, reporting, database management, and developing M&E and performance monitoring plans.
  • Manages project data for TFHO including data design, data collection, data preparation, and data visualization;
  • Develop tools and processes that encourage a “culture of information” within TFHO and ensure real-time analysis of data for operational decision-making.
  • Lead the development of program documentation and ensure lessons learned are integrated into project reports and shared within TFHO and with relevant stakeholders.
  • Lead the development and implementation of field studies as needed.
  • Ensure high-quality preparation of donor progress reports with particular attention to the accuracy of data; ensure compliance with TFHO organizational data reporting systems.
  • Review and analyze data during the course of each project and suggest any modifications necessary.
  • Establish and oversee data cleaning and transformation as per standard data management practices at TFHO;
  • Develop monitoring and impact indicators for project success
  • Report monthly, quarterly, half-yearly and annual progress on all project activities to Research Director.
  • Prepare and, or as required, contribute to the preparation and delivery of written and oral reports, papers, briefings, and presentations.
  • Conduct capacity assessment on existing monitoring and evaluation system and suggest any improvement needed.
  • Assist project personnel with M&E tools and support them in their use.
  • Conduct the literature reviews, write abstracts, protocols, concept notes, and other similar documents for TFHO;
  • Assist in the maintenance of research database;
  • Analyze and resolve research-related issues in a timely and accurate manner;
  • Provide information on existing data and available evidence for TFHO’s planning purposes, including cross-cutting areas involving SBCC and social development matters,
  • Lead data preparation activities to prepare data for analysis and reporting,
  • Responsible for preparing appropriate briefs and documents containing evidence-based assessments and any relevant advice and recommendations in support of the work of the Research, Monitoring, and Evaluation Unit.
  • Ensures compliance with donor standards and regulations, and TFHO’s organizational policies,
  • Develop and maintain critical relationships with in-country stakeholders including officers of the Ministry of Health, Ghana Health Service, donors, and implementing partners.
  • Performs other duties as assigned

Required Skills or Experience

  • A Bachelor’s degree in M&E, Public Health, Statistics,
  • Minimum of 5 years’ M&E and research experience with donor-funded projects;
  • Experience with computer software for data entry and analysis, including STATA, Epilnfo, and SPSS.
  • Experience in operational research, design of data collection tools, strong data management, and statistical analysis skills.
  • Experience in statistical software in data analysis, database development and maintenance, and storage and file manipulation.

Knowledge

  • Strong knowledge of contemporary trends in Research, Monitoring and Evaluation methods
  • Working knowledge of TFHO policies, procedures, and practices
  • Thorough knowledge of the pharmaceutical landscape in Ghana
  • Knowledge and experience with quantitative survey and qualitative research techniques including research design, sampling, questionnaire design, interviewing techniques, focus groups moderating, analysis of qualitative and quantitative data and write-up of results.
