TO

DEVELOP A LONG- TERM SUSTAINABLE FUNDING MECHANISM OF THE LANDSCAPE GOVERNANCE MODEL, WITH THE PARTICIPATION OF KEY STAKEHOLDERS, INCLUDING WOMEN AND MEN

UNDER

LANDSCAPES AND ENVIRONMENTAL AGILITY ACROSS THE NATION (LEAN) PROJECT

POSITION SUMMARY

The Landscape and Environmental Agility Across the Nation (LEAN) project is a four-year project funded by the European Union’s flagship Global Climate Change Alliance Plus (GCCA+) initiative that aims to conserve biodiversity, build climate resilience, reduce emissions from land-use changes in Savannah, high forest, and transition zones in Ghana; and all, while helping local farmers to improve their livelihoods. In 2020, the project commenced and is being implemented by a consortium of four partners including: the Rainforest Alliance (RA), Tropenbos Ghana (TBG), EcoCare Ghana and World Vision Ghana and working closely with the EU Delegation, private sector, local communities, and core national partners, to catalyze systemic changes across the three-biodiversity significant and economically important landscapes to help translate the sustainability commitments into workable solutions on the ground.

The overall objective of the Action is to directly contribute to the national efforts of conserving biodiversity, improving livelihoods of smallholder farmers, increasing climate change resilience, and reducing emissions from land use changes in the savannah, high forest and transition zones of Ghana. The Action strategic emphasis will be achieved through four result areas:

The specific objective is to implement Integrated Landscape Management (ILM) models in three priority landscapes through functional and sustainable landscape governance structures, supported by smallholders´ uptake of sustainable agriculture and forest management practices, market incentives and diversified income-generating activities. Using the landscape sustainability measurement framework (Landscale), an evidence-based ILM model will be produced for national and regional scale up.

This exercise will be conducted in thirty communities within the Bibiani Anhwiaso-Bekwai municipal areas

Activity Context

Rainforest Alliance has established three (3) Landscape Management Boards; community governance structures to complement the activities of regulatory authorities to reduce deforestation. The Landscape Management Board (LMB) is building on the existing CREMA to facilitate and build community governance capacities at the landscape and community level and organize farmers in the corridor of some forest reserves. The LMBs oversee and co-manage the implementation of the project, resolves disputes, and develops and oversees rules and regulations related to natural resource management and community social issues. The LMBs also focuses on increasing wider participation in the project and extending benefits to more communities and farmers. Additionally, the LMB model is a result-based multi-actor governance model through which the government, the private sector, civil society, and local communities can collaborate. The landscape approach also establishes a business case for private-sector investment to generate significant co-benefits. These are expected to comprise representatives of the traditional council and community chiefs, community members, farmers in the supply chain, the private sector, Forestry Commission, District Assembly, COCOBOD and civil society. A preliminary business and financing plan is required to guide the growth and development of the one LMB (Bibiani-Anhwiaso-Bekwai Municipal Area).  And review and strengthening financial principles of the two existing LMBs is essential to strengthen activities within the landscape.

SCOPE OF SERVICE

Objective: Develop a long- term sustainable funding mechanism of the landscape governance model, with the participation of key stakeholders, including women and men.

Activities:

  • Analyze the financing needs of the Bibiani-Anhwiaso-Bekwai LMB
  • Identify and analyze new business opportunities for the Bibiani-Anhwiaso-Bekwai LMBs
  • Review and update existing business and financial plan for Sefwi Wiawso and Akontombra- Bodi LMBs
  • Engage private businesses in sustainable impact investment initiatives
  • Prepare a five-year term cashflow statements with detailed financial and operational assumptions and should include potential revenue sources and attendant operational cost and propose interventions for finance for startup.

Expected Output

  • A business and financial plan reflective of scope of works detailed above.
  • Detailed reports on community and private sector engagements.

Institutional Arrangements

The Consultant will coordinate with the Rainforest Alliance Project Manager throughout the process. The consultant will have access to project documentation. Where appropriate, Rainforest Alliance’s international team may be available for feedback (e.g. Sustainable Finance lead). The Project Manager will provide inputs, guidance, review, and approval during each stage of the development.

Required Skills or Experience

Qualifications and Professional Experience Required.

If Consultant Firm, a dedicated staff person with the following qualifications is required, if consultant is an individual, the following qualifications are required:

  • Suitable qualification in business administration, agric economics, economics or related degrees;
  • Experience in developing business plans in Small & Medium Enterprise sector;
  • Experience of applying professional skills in rural Ghanaian environment;
  • Creative thinker, able to envision income generating opportunities;
  • Experience in the cocoa sector will be desirable;
  • Should demonstrate the team’s experience in developing creative video clips by submitting samples of previous work;
  • Written fluency in English; spoken fluency in Twi and English.

Price Proposal

The Price Proposal should be presented as an all- inclusive Lump Sum Amount. Please note that the contract price will be fixed regardless of changes in the cost components.

 Recommended Presentation of Offer:

  • Technical proposal not exceeding 8 pages which includes the Consultant expertise and track record and proposed methodology/ approach and implementation plan and compressed CVs of proposed personnel.
  • Financial Proposal that indicates the all-inclusive fixed total contract price including all taxes and duties.

Criteria for Selection of Best Offer

Combined Scoring method will be used. The qualifications and methodology will be given a 70% weight and the price offer will be weighted 30%. The qualifications and methodology will be weighted as follows:

  • Proposed methodology for the completion of services: 35%
  • Qualifications and experience of key personnel: 35%
