Job Description

  • Location: Mamprugu Moagduri District - North East Region

  • Reports To: Sanitation Specialist and BCC Specialist
  • No. of Vacancies: 3 (1 vacancy per location)
  • Effective Reporting Date:   1st August 2022

BACKGROUND:

The WASH Officer is expected to work with a team of Water and Sanitation experts to ensure a well-coordinated effort in achieving project goals.  S/he will also provide support to the LNGOs (where applicable) and work closely with Environmental Health Assistants (EHAs), Community Development/Social Welfare Officers, District Health Promotion Officers and other extension workers to ensure that communities attain ODF status and through sustainable behaviour change. S/he will be expected to provide support to the SBC team and LNGOs (where applicable) and monitor progress on behaviour change and CLTS activities in communities. S/he will also be expected to work with EHAs, local community members (Natural Leaders) and other partners that Global Communities will endorse to constitute an effective monitoring system to help CLTS-triggered communities to progress to attain and sustain ODF-status.

RESPONSIBILITIES:

  1. Work with the LNGOs (where applicable) and District Assembly staff including Environmental Health Officers/Assistants (EHO/As), Community Development Officers (CDOs) and District Health Promotion Officers (HPOs) to ensure that communities attain the ODF status.
  2. Oversee EHAs and LNGOs CLTS activities in beneficiary communities.  These include Pre-Triggering, Triggering and Post Triggering activities.
  3. Assist EHAs and LNGOs to conduct community profile analysis and development of hygiene and sanitation action plans.
  4. Ensure that communities are implementing their hygiene and sanitation action plans and practices.
  5. Work with the EHAs and LNGOs assist communities to identify appropriate financing options in the promotion of household toilets.  
  6. Work with the EHAs and LNGOs to assess communities which have achieved ODF and link them to the DICCS for the District and Regional verifications. 
  7. Participate in frequent experience sharing workshops with regional and district level stakeholders including CWSA, DWSTs and other stakeholders in the WASH sector.
  8. Carry out and promote Social Behaviour Change activities (with reference to the SBC strategy) in communities, households and institutions to ensure sustainable behaviour change.
  9. Integrate SBC activities into all WASH interventions at the community/household and institutional (health facilities and schools) levels.
  10.  Promote, support and monitor the construction and use of improved household latrines (HHLs), handwashing facilities (HWFs), including tippy taps in communities and institutions in the assigned district.
  11.  Educate communities and institutions on O&M of improved latrines and HWFs including tippy taps.
  12.  Continually measure progress for behaviour change and benchmark progress.
  13.  Follow up on SHEP activities in the beneficiary schools.
  14.  Work with other partners (EHOs etc.) in implementing agreed performance targets in their work plans for achieving water and sanitation behaviour change in assigned communities and schools.
  15.  Distribute materials for construction of latrines and retrieve payment from the communities and institutions for materials distributed.
  16.  Facilitate training for natural leaders in assigned communities.
  17.  Prepare weekly and monthly reports on all activities carried out in this role.
  18.  Represent the project as needed particularly by attending monthly meetings at the District capital.

Required Skills or Experience

  • Minimum of a Diploma or first degree in Social Science, Public Health, Hygiene, Sociology or related fields with training in water and sanitation practices.
  • Minimum of 3 years experience in rural development with a focus on water facility management, sanitation, health and hygiene promotion.
  • Knowledge of CLTS and community-based approaches to behaviour change and factors leading to sustainable change.
  • An understanding of and experience in utilizing the required/appropriate PRA tools in community development
  • Significant experience of management of integrated programming at the district level
  • Experience working with local partners and government support projects
  • Computer literacy with proficiency in Microsoft Word and Excel
