Job Purpose: Video Documentary on Women Economic Advancement for Collective Transformation (WEACT) Project

Background, Rationale and Purpose of the Video Documentary:

Women Economic Advancement for Collective Transformation (WEACT) is a five -year project with support from Global Affairs Canada. The Project aims at contributing to enhancing economic empowerment, well-being and inclusive economic growth for 2,170 women from 50 cooperatives in the cocoa and shea value chains located in 9 geographic districts in 6 regions across Ghana including the Savanna, Upper West, Upper East, Northern, Western, and Western North Regions of Ghana.

WEACT works to increase women’s agency and leadership to become economically empowered through multiple entry points. It will bring together many stakeholders working collaboratively and banking on their strengths and areas of influence to shift gender-related attitudes and behaviours across the agricultural sector.

The WEACT project works with partners including SEND Ghana, Friends of the Nation (FoN), Women in Law and Development in Africa (WiLDAF), Tungteiya Women’s Association, Shea Network Ghana, NORSAAC and Viamo in a systemic approach to tackle the barriers women face in seeking to increase their agency and leadership to be economically empowered.

The WEACT project implementation includes a production of a video documentary to account for the progress made on the primary change agents over the period of this TOR outlines the requirements of this activity

Objectives of the Project:

  • Improve the ability of women to overcome legal and social barriers individually and collectively to their participation in agriculture and economic activities
  • improve capacity for household members (women, men, boys and girls) to recognize, reduce and redistribute unpaid work freeing time for women to actively participate in economic activities.
  • implement a gender-responsive skills development programme focused on transformative leadership, business acumen and negotiation skills; and provide technical and financial assistance for women to develop alternative livelihoods.

Specific Objectives of the Assignment:

The documentary is intended to help us achieve the following specific objectives:

  • Provide regular high-quality content, quotations, & case studies (from beneficiaries or partners) that are inspiring, bring the projects to life for back donors and show the human impact of the project interventions.
  • Summarize the overarching achievements, lessons learned and recommendation for future programming from target groups, communities’ and stakeholders’ perspectives.
  • Provide evidence from communities with the objective of influencing the up scaling of women economic empowerment interventions in other vulnerable communities by stakeholders.
  • Provide up-to-date success stories on transformation of the primary change agents as a result of project intervention from baseline to end of this agreement

Scope and Scale

 

The prospective media consultant will select and interview a number of the beneficiaries and film them in their homes and local environment, as they explain key lessons they have picked from the project and impacts on their lives and their hopes for the future when they are able to access agricultural resources.

The video crew is expected to do a three- round visit to the project areas to film training sessions with partners, practical field demonstrations and   beneficiaries to find out in their own words what difference the project has made to their lives. The video documentary will be used to make a strong case for investment into women economic empowerment and a possible call for project extension.

 

Areas to be covered:

  • The project background/history
  • The human-interest stories: (this should demonstrate the difference or added value of this project in people’s lives; what and how specific interventions are helping people address the barriers that stifle women economic empowerment)
  • The change that has happened since the commencement of the project; project training sessions, field and practical demonstrations among others.

 Methodology:

 

The documentary will employ a participatory methodology, engaging all key stakeholders including Oxfam and partner staff who should be provided with an opportunity to provide input and comment to the team. Case studies should be used for qualitative evidence of the program achievements. Quantitative analysis, including savings made on the alternative livelihoods provided, benefits of gender model families, legal literacy volunteers, access to markets, new skills learnt for improved economic wellbeing of beneficiaries. Interested media consultants will be asked to tender a short outline methodology of how they would tackle this documentary.  This should include:

  • Significant amounts of desk research (plans, technical reports, relevant theoretical perspectives, available data on barriers to women economic empowerment, etc.)
  • Interviews with key project stakeholders and target groups and final beneficiaries
  • Interviews with key external stakeholders including development organizations, research institutions and government officials
  • Comparative analysis of similar documentaries in the past and the lessons to assimilate
  • Visits to the 6 regions of the WEACT project
  • Collation of evidence and stories useful for both documentary and advocacy work.

The selected consultant would then work collaboratively with Oxfam and partners to refine the methodology and develop a detailed plan.

 

Deliverables:

  • Produce a 5- minute video after each trip making up 3 video clips
  • A combined video of 25 minutes at the end of this project
  • A 5 -minute summarised version of the entire project
  • Subtitles on all videos

Tenders/bids:

 

Oxfam invites bids from organisations, and/or individuals, with the experience and skills described above. Joint bids are welcome.Tenders should include:

  • A cover letter introducing the consultant/organisation and how the skills and competencies described above are met, with concrete examples.
  • A 2-page outline of the proposed filming process including:
  • Proposed outline methodology (should be gender-sensitive)
  • Management arrangements
  • A budget covering all major costs in GHC (Ghana Cedis)

Oxfam prefers to pay an agreed price for the totality of the work. Payment will be made in instalments.

  • A 1-pager profile for each consultant
  • Share sample of previous work done (one each for joint bids)

Schedule, Budget, Logistics and Deliverables:

The assignment will run for two (2) years beginning from July 2022 to June 2024. The main expenses anticipated are lead consultant’s time; footage capture and editing; travel (other travel cost aside the cost during the field trip) translation; and other directly associated costs. Oxfam will provide transportation and accommodation to and from the project site in Northern, Upper East, Upper West, Savannah Western and Western North, during field visits. The crew will visit the project site 3 times over the two years period.

Required Skills or Experience

Oxfam is looking for media consultants with a strong record in producing high quality short films/video, of advocacy and campaigns.  The organisation/team leader will need wide respect and credibility within the field, excellent knowledge of public communication, communication for change, and a good understanding of media advocacy work.  The consultants should have the following skills and competencies:

  • Demonstrable experience of producing high-quality, credible video documentaries (examples required)
  • Familiarity with different methodologies for producing short films, and the additional factors involved in public advocacy work
  • Demonstrable experience of working with NGOs and communities of diverse backgrounds
  • Familiarity with policy advocacy work and demonstrable political sensitivity
  • Experience in managing teams, and the capability to handle necessary logistics and any sub-contracts
  • Ability to produce/write concise, viewable/readable and analytical documentary/scripts and understanding of public communications and development communications (i.e. communicating results or change)
  • Excellent writing and verbal communication skills in English.
  • Understanding of local languages spoken will be an added advantage.
