  • Work location: Main office location is Tamale with day and overnight travel to project operational districts and Accra as necessary and approved by the CD/CM.
 
General Job Description 
The Agric Program Manager is an individual well experienced in development of agricultural market systems, livelihoods and landscapes, climate smart agriculture, resilience programming, and natural based agriculture solutions. The Agric Program Manager will provide technical lead and oversight of the development and implementation of agriculture activities of iDE Ghana. She/He will be responsible for developing a competitive and inclusive market space in iDE’s operational areas in Ghana. The Agric Program Manager will use their management knowledge and skills to ensure agriculture project/s delivers high quality programming and continuously work to ensure growth towards improving the impacts of its agricultural programming and achievement of project targets. The Program Manager will report to iDE’s Ghana Country Manager/Director and work closely with our HQ, UK and Canada global teams in successful implementation of all project activities and achieve the expected deliverables.
 
Reporting line relationships:
i. Reports directly to the Country Manager/Director or his/her delegate.
ii. Supervised and provide managerial oversight over the Market & Value Chain Coordinator, GESI & Design Coordinator and the Agronomist.
iii. Have a close working relationship with the Senior Director of Finance & Operations, Director of People & Culture, Head of Evidence & Analytics, project management teams, and the Senior Management Team to achieve program goals and objectives.
 
Duties and Responsibilities including but not limited to: (modifications may be made at any time)
 
Team Leadership and Management
  • Provide management, guidance, and technical oversight throughout the project cycle to ensure project design, start up, implementation and close out are in line with iDE’s quality principles and standards, donor guidelines, and industry best practices.
  • Lead the development of annual project work plans and assuming full accountability of project performance
  • Lead preparation of monthly, semi-annual and annual project narratives and milestone evaluations.
  • Facilitating engagement of all stakeholders and alignment with Country strategies and other programs through active and regular participation on monthly project technical, steering, and advisory committee meetings.
Field Work Support Activities
  • Support community identification and entry activities, including establishing relationships with key community leaders and stakeholders using the Participatory Design Approach (Human-Centered Design). 
  • Lead community mapping activities including Farm Business Advisors mapping and financial service providers mapping.
  • Lead activities to increase the improved use of production and post-harvest handling practices and services by smallholder farmers by linking them to input dealers and climate smart agricultural practices.
  • Lead activities to increase adoption of fundamental and commercial business practices by smallholder farmers in areas like financial literacy, record keeping, and use of market information.
  • Lead activities to support commercialization and access to finance for smallholder farmers through promotion of VSLAs and access to credit from financial institutions.
  • Support the creation and strengthening of inclusive and service-oriented smallholder farmer groups which provide improved services to their members.
Project Finance and Budget Management
  • Lead the preparation of annual budget and budget management in line with project work plans and deliverables in line with country and organizational and donor budget guidelines. 
  • Ensure timely and appropriate project expenditures in line with financial plans and efficient use and stewardship of project material sources.
  • Ensure the project is implemented in strict adherence with donor agreements and iDE’s policies and processes.
Coaching, Mentoring & Staff Capacity Building Activities
  • Effectively manage talents, team dynamics and staff well-being by providing coaching, strategically tailor individuals development plans, and complete performance management for direct reports.
  • Support country program in developing a collaborative understanding of underlying drivers and environmental and economic impact of land degradation within agricultural landscapes/water catchments.
  • Provide technical advice to the country program to understand the climate change, environmental and agricultural policy and strategies, map key stakeholders and identify entry points to dialogue with government and private sector partners. 
  • Reinforce the country program capacities in effective stakeholder engagement and communication approaches as a foundation for effective collaboration and sustainable systems change.
  • Contribute to capacity strengthening initiatives in agriculture market systems and livelihoods programming for staff and partners through the development of learning and training strategies and agendas, conducting training and workshops, and mentoring and coaching for country program staff.
Proposals and Opportunities Management
  • Lead country program effort to preposition iDE for growth opportunities in agriculture, market systems resilience, livelihoods and landscapes, and climate change programming. Serve as technical lead on proposals.
  • Lead or contribute to the development of the technical design for large and/or complex proposals, including defining and aligning appropriate monitoring systems to iDE’s and donor indicators.
Relationship Management
  • Manage successful relationships with market actors and facilitating partners, ensuring positive relationships are maintained and project targets are achieved.
  • Managing successful relationships with local government and traditional authorities, donor agencies, the business community and stakeholders.
  • Ensure alignment with and integration of the project work with district and national development priorities.
  • Ensuring synergies and complementarities with other initiatives to avoid duplication of efforts.

Required Skills or Experience

  • Master’s Degree in International Development, Economics, Business, Agriculture or Rural Development or other relevant fields.
  • At least 8 years of working experience in relevant field-based project management programs is required.
  • Proven track record as program manager or technical leader of donor-funded agriculture programming.
  • Experience with climate-smart agriculture and cross-cutting objectives (e.g. gender, youth)
  • Knowledge of Market Systems Resilience Index (MSRI)
  • Knowledge and experience with international development contracting policies and procedures.
  • Sound understanding of agricultural policies and agriculture research, development, and extension systems of Ghana.
  • Demonstrated capacity on design and implementation of agricultural value chain development.
  • Ability to interconnect with a team of multidisciplinary professionals.
  • Good understanding of iDE’s rules and procedures
