As an attempt strengthen and monitor internal controls within the organization in line with the idea of building the capacity of the organization, TFHO seeks to identify a vendor to install a Vehicle Tracking System to employ this system in its fleet management controls. It also aims to ensure safety of staff who use these vehicles.

Specifications:

The Vehicle Tracking System in questions will be technically evaluated based on two major aspects.

These are:

  • Device Specification
  • Application Specification

Device Specifications

These specifications refer to the physical and structural implementation of system. All hardware components and capabilities to be fulfilled with regards to this aspect will be considered under this area.

The devices must include but should not be limited:

  •  A tracking device which uses Global Positioning System (GPS) technology for locating vehicles, (such as street location)
  •  Each device must have a Unique Reference Number (URN).
  • The device must capture the GPS location information and vehicle information at regular intervals and transfer data to a central secure server.
  • The device must be fitted into the vehicle in a manner that does not interfere with the vehicle manufacturer warrantees and should be detachable and prove difficult to tamper with.
  •  The device must allow unlimited tests and searches for GPS device operation        The device must have a back-up battery and must monitor the battery in real time in order to be able to ensure timely replacement of battery where necessary.
  •   The device must allow for remote immobilization.
  •     The device must allow for remote software upgrade.   
  •    The device must be able to send e-mail alerts on any of the configured violations.   
  •    The device must have a panic button or warning system which allows the driver to          give  alerts in cases of emergency situations which may require urgent response.
  •     The device must have an impact sensor which gives an indication of crash as and           when   they happen.

Application Specifications

Application specific specification deals with software, firmware and other non-tangible pertaining to management, monitoring, and evaluation.

  • Web based Fleet Management Application.
  • Location based services (stolen vehicle recovery).
  • Mobile Application for smart phones.
  • SMS based vehicle location polling.
  • SMS activated car guard function.
  • Configure SMS and/or e-mail notification.
  • High risk area and border proximity notification.
  • Over speed notification.
  • Harsh braking notification.
  • Tow notification.
  • Ignition on/off notification.
  • Curfew violation notification.
  • Status of vehicle including speed, location, start/stop.
  • Trip playback facility.
  • Standard and hybrid (satellite) mapping
  • Assist button, usually located on the steering column, center console or seatbelt clip. Extensive scheduled and on-demand reports in PDF, MS Excel or MS Word format.

Responsibilities of Vendor

The vendor who will be awarded a performance-based SLA will have the following responsibilities:

  • Provide a thorough training and support to the selected number of system operators per District in completion of the installation of the system.
  • De-installation and re-installation of the tracking device in cases of written-off vehicles, disposal, upon replacement.
  • Active tracking and monitoring of vehicles at all times.
  •  Provide a web-based Fleet Management Software and software upgrades to all district offices when necessary.
  • Replace, maintain, and upgrade the tracking device at stipulated times to ensure functionality at all times.
  • Report system downtime whenever service is down.
  • Back-up and restore device data to support business continuity.
  • Provide project progress reports during the implementation phase.
  • Liaise with project manager during the roll-out on all project activities.
