Embedded Advisor to the Ministry of Finance
USAID Feed the Future (FTF) Ghana Policy LINK Activity 

Background
USAID Feed the Future Ghana Policy LINK Activity is a five-year activity with the overall objective of fostering behavior change that strengthens the capacity and ability of Ghanaian stakeholders to participate in a more transparent, inclusive, and evidence-based agriculture and food security policy process that leads to improved food and nutrition outcomes and broad-based economic growth. Specifically, the activity will facilitate the transition towards a policy development paradigm driven by multiple stakeholders.

This approach to policymaking will strengthen the capacities of Ghana’s main agricultural policy system actors and institutions and support them to engage stakeholders traditionally excluded from decision-making, including academia, financial institutions, the Judiciary, civil society organizations (CSOs) non-governmental organizations (NGOs), and private sector representatives from the national, regional, and local levels.

This approach is underpinned by Policy LINK’s overarching theory of change focused on increasing human and social capital, engaging policy system actors in collaborative processes, and developing mechanisms for collaborative governance and dynamic learning systems and platforms to sustain collective action.

Scope
This Advisor will be embedded in the Ministry of Finance (MoF) and will support MoF’s efforts to develop and implement evidence-based policies that drive the Government of Ghana’s (GoG) agenda to develop a more competitive private sector-led energy and agriculture strategies that maximize the respective sector’s contribution to overall economic growth and transformation. In this respect, he/she will serve as a key Technical Advisor to the Minister, Deputy Ministers, Chief Director and Directors of the Ministry of Finance, and maintain close contacts with the Embedded Advisors in the Ministry of Food and Agriculture, Ministry of Trade and Industry as well as Ministry of Energy.

Broadly, the advisor will support the Ministry’s efforts in its core functions and provide focused strategic inputs as required by the Ministry related to the following:

  • Mobilization of external and internal resources.
  • Ensuring sustainability of public debt.
  • Preparation and implementation of the annual budget and economic and financial statement of Government.
  • Management of public expenditure, and fiscal position.
  • Development and implementation of financial sector policies.
  • Development and implementation of Economic Transformation Strategies and supporting alignment of donor assistance programmes (including that of USAID) with such strategies, beginning with the ongoing Ghana Covid-19 Alleviation and Revitalization of Enterprises Support (Ghana CARES) Pro- gramme.
  • Support to the Ministry of Finance, Ghana Revenue Authority (GRA) and to USAID on all activities related to Government of Ghana’s domestic resource mobilization agenda (Ghana beyond Aid).
  • Provide technical assistance to the MoF-Revenue Policy Division (RPD) and the GRA to administer tax-related reforms efficiently, in a transparent manner, to encourage voluntary compliance, and to improve government accountability.
  • Provide on demand technical support to the Revenue Assurance and Compliance Enforcement initiative (RACE).
  • Provide support to the MOF in implementing the YouStart initiative. 

Expected Outputs
The Ministry of Finance and USAID will collaborate to develop an annual work plan which will identify priorities for the Advisor to focus. The annual work plan for each coming year shall be developed by MoF and USAID at least thirty (30) days before the end of a contract year and approved by Policy LINK Country Lead. This work plan will guide the advisor’s work for the year.

The Advisor shall provide, through email, monthly technical reports within one working week of the month to Policy LINK Activity, Ministry of Finance and USAID’s Point of Contact, copying other parties identified by MoF and USAID (which may include other U.S. Government officers, and/or others, and which may change from time to time). The reports shall contain, at minimum, a detailed report of activities undertaken, progress of ongoing work and planned activities.

The Advisor shall on a frequent basis keep the USAID Point of Contact and others concerned professionals informed about the progress of his/her activities. He/she will be required to participate in quarterly meetings organized by USAID to include other Embedded Advisors of the MOFA, MOE and MOTI. The advisor shall be responsible for building and or enhancing capacity within their designated ministry. This is likely to include direct consultations with high-ranking officials (including ministers and deputy ministers) and advisors should be able to provide guidance and technical support for very large pro- grams while maintaining tact and ensuring that the ministry is taking a leading role and will be increasingly able to carry out similar programs in the future with less external assistance.
 
Place and Period of Performance
The Advisor will be based in Accra, Ghana; and must be able and available to travel within Ghana to support program activities, and, occasionally, travel internationally for consultations or conferences. The Advisor is expected to work the business hours of MoF, noting that capacity building events may occasionally require work to be performed in the evenings or on weekends. The commitment will average approximately 40 – 50 hours per week.

Reporting and Accountability
The MoF shall provide technical direction to the Advisor who is required to report to the hon. minister through the Chief Director. The advisor shall also report to the Policy LINK Activity Country Lead (based in Accra), and Activity Manager. Other U.S. Government agencies resident at the U.S. Embassy in Accra may, from time to time, make requests for assistance or information. On sector specific matters, the Advisor shall obtain guidance from the USAID Point of Contact (POC) for MoF. The advisor shall provide monthly reports to the Policy LINK Ghana Country Lead, the FAS program office, USAID POC for MoF and others found appropriate by USAID/Ghana. These should contain, at minimum, a detailed report of activities undertaken, progress of ongoing work and planned activities.

The CARES Programme. Private Sector Development Strategy.  Ghana’s AGOA Strategy.

Power Africa Roadmap, Power Sector Master Plan produced under the Integrated Resource and Resilience Planning (IRRP) initiative (2019), The current National Medium-Term Plan of Ghana, Gas Sector Master Plan (once available), and MOF Annual Report on the Management of Energy Sector Levies. Advise MoF on management of the legacy debt plan for the power sector, including an emphasis on inter-ministerial coordination to enable MOF to accurately track its evolution, Advise MOF senior management on the issue and management of the Energy Bond (compliance with terms of debt service and risk mitigation), or any other effort that MoF pursues to manage the power sector legacy debt (analysis of options, procurement procedures) Advise MoF senior management, in close coordination with the Ministry of Energy (MOE) Embedded Advisers, on approaches to prevent new arrears in the power sector payments chain; and Advise MOF, in close coordination with the MOE embedded advisor, of the potential fiscal impacts of power sector procurement and operational reforms. 

These tasks will require the Adviser to become well versed in the most important GOG, USG, and Afri- can continent strategic documents such as:

The CARES Programme, US Government Global Food Security Strategy FY 2022-FY 2026, The USAID Country Development Cooperation Strategy 2020-2025,  Global Food Security Ghana Country Plan, G-7 New Alliance for Food Security and Nutrition,  The current National Medium-Term Plan of Ghana. The National Agriculture Investment Plan (NAIP), and The AU’s Comprehensive African Agriculture Development Plan (CAADP) Framework, especially the recent 2014 Malabo Declaration on Accelerated Agricultural Growth and Transformation for Shared Prosperity and Improved Livelihoods.

In discharging these duties, the Advisor will pay particular attention to enhancing the MoF’s effective access to and use of vital information from other line Ministries whose role is central to MoF’s man- date for effective macroeconomic management in support of the GoG’s pro-growth and transformation policies in the key real sectors. In particular, the Advisor should focus on key areas of interest in the a) Ministry of Food and Agriculture; b) Ministry of Trade and Industry and c) Ministry of Energy.
