Part 1: Role Purpose

Street Child is seeking an evaluation officer to operationalise the measurement and monitoring of two innovative payment-by-results programme and partnership with the Education Outcomes Fund and the Ministry of Education in Ghana. These programmes share the ambitious aim of assuring access to education and accelerating learning levels for thousands of children in rural and urban areas, to transform the educational landscape in Ghana. The evaluation officer will focus on the Street Child Education Outcomes Partnership programme in Accra and Kumasi and offer surge support to the Ghana TransformED Partnership programme in Northern Ghana. 

This role will be responsible for delivering evaluation frameworks and instruments, and developing rigorous, robust reports to provide proof of impact across the access, achievement, attainment, and inclusion aspects of the Street Child Education Outcomes Partnership, in partnership with our national and international partners. This includes disseminating evidence to funders, partners, and programme participants to expand and enhance engagement with our programme. The role requires strong analytical, presentational, and publication skills and will report to the Street Child Evaluation Specialist for Ghana.

Part 2: Key Responsibilities

  1. Measurement and Monitoring (75%)
    • Ensure rigorous, robust data collection, collation and cleaning protocols and databases for rapid data processing across programmes to assure availability of rich data for analysis; 
    • Engage in regular data analysis, applying qualitative and quantitative analytical approaches to assess impact; ascertain areas for improvement; and advise on course corrections; 
    • Ensure maintenance of Management Information Systems [MIS] in alignment with the Ministry of Education; 
    • Embed innovative approaches, including digital approaches, and inclusive approaches adapted for abilities, age, gender, geographies, etc to expand and enhance data quality;
    • Assure adherence to appropriate data storage policies and procedures, to protect the confidentially, integrity, and privacy of participants and participant information;
    • Assure adherence to appropriate ethical protocols and safeguarding policies and procedures across all aspects of evaluation and evidence generation;
    • Provide surge support for the Ghana TransformED Partnership, an innovative payment-by-results programme in rural Ghana, as required or requested by the Evaluation Specialist.
  2. Dissemination (25%)
    • Engage in regular reporting that provides in-depth analysis and insights into programmatic impact and areas of improvement, including to the Ministry of Education;
    • Ensure excellent presentation of evaluations and evidence of impact to funders, partners, and programme participants, using a range of verbal and visual tools to communicate impact;

  • Experience in evaluating programmes [including the entire evaluation cycle] in comparable contexts
  • Experience in working with governmental, non-governmental, and university sectors and stakeholders

 

Capabilities and Competencies

  • Capabilities using statistical software [NVIVO, SPSS, STATA, etc]
  • Comprehensive understanding of sectoral standards [including CHS on Quality and Accountability]
  • Comprehensive understanding of qualitative and quantitative methodologies and methods, including instrumentation tools
  • Excellent verbal and written communication skills in English, especially in analytical writing for publication
  • Excellent ability to cope with conflicting priorities and pressure
  • Excellent listening, interpersonal and public presentation skills
