Activity Background

Global Communities was recently awarded the USAID/Enhancing Water, Sanitation and Hygiene (ENWASH) activity, a 5-year program in Ghana for a total of $39,499,632 and a start date of October 1, 2021. The purpose of this cooperative agreement is to increase access to sustainable WASH services in districts located in six regions in Northern Ghana. The activity will partner with the Government of Ghana (GoG) to enhance governance and planning for ENWASH services delivery; strengthen sustainable WASH financing; improve private sector engagement and accelerate the adoption of convenient and safe WASH behaviors.

To implement the ENWASH, Global Communities has engaged Total Family Health Organization as a sub-awardee to support the Government of Ghana with their in-depth knowledge in social marketing and private sector, to develop the sanitation market by building resilient sanitation product supply chain that will lead to increase in sales of sanitation products in the project focus regions and USAID zone districts. In year 2, Total Family Health Organization is expected to recruit and train latrine artisans, distributors, and sales agents from 17 districts in Upper West, Upper East, Northern and Northeast regions.

Total Family Health Organisation (TFHO) is a Ghanaian non-profit, non-governmental social marketing organization experienced in influencing and facilitating health systems to improve quality service and delivery of essential health commodities at the last mile to improve the well-being of people. TFHO leverages its strong relationships with communities, multiple private-sector health actors, and public sector actors to address health issues. TFHO uses its behaviour change insights to facilitate sustainable adoption of priority health behaviours for improved health outcomes across Ghana through health intervention in family planning and reproductive health (FP/RH), maternal, new-born, and child health, nutrition, malaria prevention, and treatment, HIV prevention, water sanitation and hygiene (WASH), and public health emergencies such as COVID-19. 

Objectives of the Activity

In line with the project Intermediate Results 4.1 (Private Sector increases sales of sanitation and hygiene products and services) TFHO is to identify and hire competent and experienced WASH Master trainer in the 5 northern regions with the aim of building the capacity of latrine artisans and developing innovative products to meet the needs of rural and peri-urban latrine requirements in the project districts. The purport is to craft and implement job description and specification that guide recruitment of required consultant.

Scope of the Activity

To implement the ENWASH project, TFHO intends to attract WASH Latrine Artisan Master Trainer to support the team to rolled out low-cost but improved toilet technologies to improve accessibility and encourage the uptake of toilets under the project. The consultant should identify and train masons/artisans and sales agents on both theoretical and practical on how to properly install or retrofit SaTo pans on various toilet systems including pit latrines, pour flash, VIP, Biodigesters, Mozambique as well as demonstrate and install Digni-Loo to give households choice and also equip them with basic marketing/selling skills.

Specific duties comprise

  • Designing the appropriate criteria for identification and selection of latrine artisans in collaboration with EHOs and TFHOs WASH team.
  • Developing suitable training materials (theoretical and practice) to guide training.
  • Facilitate improved Toilet training for all artisans under the ENWASH project as organized by TFHO in all 30 project districts in the Northern, North-East and Savannah, Upper West, Upper East, and Oti regions.
  • Use standard and vetted Toilet slides, and available videos to facilitate these trainings.
  • Conduct a practical slab construction, SATO Pan, and SATO stool installation training session for latrine artisans under the ENWASH activity in selected districts as required under the project.
  • Share all videos used for all trainings (ENWASH Activity) with TFHO and CBO field coordinators for onward sharing with CBAs to enable their revision on product knowledge and installation processes.
  • Participate in the design and development of route-to-market strategies for sanitation products.
  • Participate in the design and development of route-to-market strategies for sanitation products.
  • Design and train artisans on various low-cost affordable toilet models tailored to specific community needs.
  • Perform any other activity related to WASH market development, SAFE toilet training, both through classroom facilitation and practical field constructions.

  Cost

The applicant (consultant) shall be responsible for all costs associated with the preparation and submission of all the documents, and TFHO will in no case be responsible or liable for those costs, regardless of the conduct or outcome of the bidding process.

Language use

All related correspondence and documents exchanged between the applicant and TFHO shall be written in English. Any printed literature furnished by the applicant and written in another language shall be accompanied by an English translation of its pertinent passages.

Pre-training deliverables expected from the consultant will include:

  • Preparation of detailed training plan/and objective.
  • Identification of training materials/tools to be used.

Post-training deliverables from the consultant will include:

  • Preparation and submission of detailed report on the training outcomes
  • Operational reports on district by district
  • Update on the materials/tools mobilized for the training.

Required Skills or Experience

  • Minimum of HND in Civil Engineering, Sanitation Engineering, Environmental Engineering, Building Technology, or related fields.
  • Minimum of 3 years’ experience in developing and handling community groups in technical training (Both theoretical and practical sections)
  • Knowledge and skills in sanitation technology options (using materials that are locally available) Eligibility.
