Job Description

A reputable non-governmental organization within the framework of a consortium led by CARE is implementing the USAID funded Strengthening Accountability in Ghana’s Education System (SAGES) project in selected districts of the Upper East Region. The SAGES project will contribute to improve primary education service delivery through institutionalizing accountability in the Ghanaian primary education system. The activity will support efforts led by the Government of Ghana (GOG), the Ministry of Education (MOE) and its agencies/affiliates, to strengthen the enabling environment for education accountability and increase the performance of the education system.

We are seeking candidates for the role of Regional Social Behavior Change (SBC) and Gender Equality and Social Inclusion (GESI) Coordinator for the SAGES project in selected districts of the Upper East Region. 

Role Summary 
The Regional SBC and GESI Coordinator provides technical and operational support for developing a systematic, planned and evidence-based strategy and process for S&BC and GESI as an integral part of programme planning and implementation. This subsequently contributes to the achievement of sustainable and concrete results in improving quality and outcomes in the education sector.

This position will be based in Bolgatanga but will require the post holder to oversee project activities in Bawku Municipality, Tempane, Garu and Bawku West districts from time to time

Key Responsibilities for this role:
Social and Behavioral Change 

  • Provide linkages with regional structures and capacity building and support the organization and community level officers.
  • Oversee behavior change/demand creation activities related to expanding key behaviors at home and school within the project catchment area. 
  • Support the frontline workers while ensuring adequate stakeholder consultation and participation at all stages of the project implementation.
  • Support the utilization of Better Well-Being SBC Kit and organize different annual events throughout the year.
  • Monitor and evaluate the implementation of SBC activities to ensure adherence to the standards.
  • Coordinate with the team to ensure effective communication, coordination, and collaboration.
  • Develop and maintain relationships with key stakeholders and partners at USAID, CARE etc
  • Conduct and/or facilitate training sessions and workshops on SBC for relevant stakeholders.
  • Collect and analyze data on SBC activities and prepare regular reports to share with the regional team and other stakeholders.

Gender Equality and Social Inclusion (GESI)

  • Conduct GESI assessments and analyses to inform the design and development of gender-responsive projects.
  • Identify practical activities to ensure gender and social inequalities are addressed in the design of new projects.
  • Elaborate GESI Action Plans (GAPs) where appropriate or required according to donor safeguard requirements.
  • Review project plans and activities and develop pragmatic strategies and actions to improve the integration of GESI in implementation.
  • Assist the team to integrate GESI into the design of baseline assessments that collect age- and sex-disaggregated data and identify appropriate GESI targets and related indicators as well as GESI-related monitoring methods for project M&E
  • Work with project teams to ensure the regular collection of data and other information for monitoring performance against GESI objectives
  • Work with USAID and CARE evaluators during mid-term and end line project evaluations on GESI-related aspects of project performance
  • Contribute to the design and roll out of capacity-building and training for staff and community stakeholders on SBC/GESI 
  • Actively participate in and contribute to regional level policy dialogues, platforms and working groups pertaining to education, acting as a knowledgeable face of with partners particularly on topics related to SBC and GESI.

 

Required Skills or Experience

Knowledge 

  • Demonstrated understanding and analysis of contemporary social behavioral change and gender issues in the Upper East Region of Ghana.

Experience 

  • At least 5 years direct SBC/GESI experience, including specific knowledge and experience in the education sector.
  • Experience in conducting SBC and GESI analysis/assessments and development of gender-sensitive or responsive projects.
  • Familiarity with and demonstrable experience of environmental and social safeguards frameworks (especially gender-related requirements) of major donor and development agencies would be desirable.

Qualification:

  • A degree in gender studies, sociology, anthropology, international development, or related fields
  • Master’s degree in Gender studies will be an advantage
