Total Family Health Organisation (TFHO) is an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017. We work to improve the health of people living in Ghana primarily through implementation of innovative evidence-based interventions that increases access to and utilization of health products and services in a measurable and impactful way. Our key intervention areas include Family Planning and Reproductive Health, Maternal, New-born, and Child Health (RMNCH), communicable and noncommunicable diseases, Water Sanitation and Hygiene (WASH), nutrition, and malaria. We utilize our deep insight and skills in Social and Behaviour Change Communication (SBCC) and social marketing to promote positive social and behavior change among individuals and communities.

PART I: BIDDING INSTRUCTIONS AND PROCEDURES
Introduction
Total Family Health Organisation (TFHO) is a Ghanaian registered non-profit social marketing organization working to improve the health of Ghanaians through social marketing of health products and services primarily funded by the United States Agency for International Development (USAID). Our core intervention areas are Family Planning (FP), Maternal, Newborn, Child Health, and Nutrition (MNCHN), Water, Sanitation and Hygiene (WASH), HIV/AIDS, and malaria prevention and treatment. We provide advocacy, Social Behavioral Change Communication (SBCC) as well as Provider Behavioral Change Communication (PBCC) that complements the effort of our programming activities and our distribution network. Information
This Part I, Bidding Instructions and Procedures, will not form part of any resulting award or contract.  It is intended solely for the information of prospective bidders. If at any time prior to the award TFHO deems there to be a need for a significant modification to the terms and conditions of this RFP, TFHO will issue such a modification as a written RFP amendment to all competing bidders.  No oral statement of any person shall in any manner be deemed to modify or otherwise affect any RFP term or condition, and no bidder shall rely on any such statement. Such amendments are the exclusive method for this purpose. 
 
TFHO is not bound to accept the lowest or any proposal and reserves the right to accept any proposal in whole or in part and to reject any or all proposals.
 
TFHO shall not be legally bound by any award notice issued for this RFP until a contract is duly signed and executed with the winning Bidder.
 
Any resulting contract will be subject to the terms and conditions contained in the contract agreement duly signed by both parties.
 
Bidding Costs
Bidders are under no obligation to prepare or submit bids in response to this RFP and do so solely at their own risk and expense. TFHO does not undertake to reimburse any costs incurred, therefore.
 
Review of RFP  
Bidders are solely responsible for the careful examination of all the terms and conditions of this RFP and to comply fully therewith.  
 
Language
All documents submitted in response to this RFP, as well as all correspondence in connection with the RFP, shall be in the English language.

Bid Preparation
In responding to the RFP, Bidders should submit the following: 
A. Technical Proposal
B. Financial Proposal
 
A . Technical Proposal
Your proposal should provide basic information about your Company and relevant service offerings. It should have a section addressing each of the following areas: 
(a) Company Profile
(b) Technical approach:  approach to delivering on the Scope of Work
(c) Two (2) References for similar work done by your company
 
Responses should include the following information:
a. Company Profile
  • Provide a description of the Company (2-pages max.), 
  • Include company registration document (certificate of incorporation & certificate of commencement) , Tax clearance certificate, and SSNIT clearance certificate as appendix 1.
  • A summary of  the Company’s qualifications and experience of the activities described in the scope of work (2 pages max.)
  • Provide a detailed track record of previous similar work undertaken-(5-pages max)
b. Technical approach:
Outline a detailed approach to delivering the Scope of Work outlined in the RFP ( 5 pages max) I 
A bio-summary of each key personnel to be utilized on the engagement (1 page max.) – attach their CVs as appendix 2.
Describe any current or past relationships your organization may have with TFHO, and if it is a potential conflict of interest.  If there is a potential conflict of interest, then please explain how this risk will be mitigated. (1/2-page max)
 
c. References:
Submit two (2) client references. Indicate Organisation name, contact person, email, and office location. (1/2-page max)
 
B      Financial Proposal
Bidders should submit a detailed budget in excel format with notes. In addition, submit a signed copy of the budget in PDF format.
 
Bid Submission
All proposals must be in writing, in  English language, Times new roman font size 12, signed and dated by an authorized person on behalf of the Bidder. 
 
All proposals must be submitted by email to: procurement@tfhoghana.org
 
Proposals may not be altered, corrected, or withdrawn after the Date of Receipt, except that TFHO, at its sole discretion, may permit correction of arithmetic errors, transposition errors, or other clerical or minor mistakes, in cases in which TFHO deems that both the mistake and the intended proposal can be established conclusively on the face of the proposal.  Other than the mistakes listed in the previous sentence, no mistakes alleged by a Bidder after the Date of Receipt will be permitted to be corrected. 
 
Proposals must be valid for at least ninety (90) days from the Date of submission.
 
PART 2: RFP SCOPE OF WORK
This scope of work defines the general work expected to be completed by the recommended bidder.

Objective of the activity 
In line with  Health Marketing Activity (HMA) intermediate result 3,  TFHO seeks to sustain its local social marketing efforts in Ghana adopting effective technical, organizational, and fiscal practices to  strengthen its capacity, TFHO seeks to apply part of the HMA  funding to review its existing financial management and operations manuals to ensure its policies meet current best practices.
 
Scope of the Activity
TFHO has been in operation for the past five years with documented and approved manuals that guide its finance and operational management. These documents were last updated in 2019. In line with  its growth strategy and to improve efficiency and effectiveness of its operations, TFHO seeks the services of an organization with the requisite expertise  to revise the organizations procedure manuals (listed in the deliverables below). The consultant will obtain our existing manuals and hold consultation with the Senior Management team and relevant staff understand the current and future needs and ensure the new manuals meet the requirements of the organization. Consequently, the consultant will work with TFHO project lead to achieve the specific deliverables as outline below.
 
Specific Deliverables
It is expected that the engaged company  will achieve the following  deliverables at the end of the contractual period.
  • Develop overall financial management policy that governs finance operations of TFHO. 
  • Develop inventory management (Warehouse)  
  • Sales manual.
  • Develop procurement manual.
  • Develop sub- award manual.
  • Develop finance manual that serves as a guide for all finance operation management of TFHO.
PART 3: EVALUATION CRITERIA
 
Bid Evaluation
In evaluating the proposals, TFHO will seek the best value for money rather than the lowest priced proposal. TFHO will use a two-stage selection procedure: 
  • the first stage will evaluate the Technical Proposal. 
  • the second stage will evaluate the Cost Proposal for proposals that are successful after the Technical Proposal evaluation.
Proposals duly submitted (i.e., with all relevant documents requested and before the deadline) will be evaluated and scored by a Procurement Committee using the criteria below:
a) Proposed timelines for completing assignment . -10 points.
b) Technical expertise and competence of proposed team members -20 points
c) The bidder’s understanding and detailed response to the SOW - 30 points
d) Past experience of company and proposed key personnel in  performing similar work as outlined in the SOW. -20 points.
e) Cost competitiveness -20 points
