Job Description

Terms of Reference (ToR) for the design and construction of 130 No. Handwashing facilities for schools and healthcare centres each in Nandom and Lambussie Districts under the Healthy Future for All (HF4A) project.

Background                                                                                                                            

SNV has been present in Ghana since 1992 and is currently implementing the Healthy Future for All (HF4A) project in Water, Sanitation, Hygiene and Nutrition interventions in Ghana's Nandom and Lambussie districts that will lead to substantial development in the targeted communities. The project will span for three years and will improve the quality of life for all and specifically increase the number of children under 15 years growing up in a hygienic environment at home and in school. 

To strengthen supply chains in the district and improve access to WASH facilities, the project will construct handwashing facilities for selected schools and healthcare facilities in both Nandom and Lambussie districts. There will also be knowledge transfer to local artisans to build their capacity in WASH service delivery.

Objective
The objective of this contract is to 
  • Design a disability friendly handwashing facility with water storage tank for schools and healthcare facilities.
  • Construct two hundred and sixty (260) Handwashing Facilities in the Nandom and Lambussie Districts in the Upper West Region
  • Provide user-training for the usage and maintenance of the Handwashing facilities in all beneficiary schools and health facilities.
Scope of works 
  • The project will engage two contractors/vendors.
  • Each contractor/vendor shall undertake this assignment (supply, distribution, and conduct user training) within two months.
  • Each vendor shall submit a proposed design of the handwashing facilities to be supplied.
  • Based on the design, each vendor will supply one hundred and thirty (130) handwashing facilities.
  • The vendor will deliver, install and provide user education of all the Handwashing facilities at selected schools and healthcare centres in the Nandom and Lambussie District. 
Deliverables 
i. Each Vendor will Supply SNV 130 handwashing facilities to the Nandom operational office. 
ii. Brand all handwashing facilities with SNV and donor’s logo.
iii. Install facilities at the schools and healthcare centres and conduct user education.
 

The name of the bidding process is shown below:

  • LOT 1 – design and construction of 130 handwashing facilities for schools and healthcare centres in Lambussie district in the Upper West Region
     
  • LOT 2 – design and construction of 130 handwashing facilities for schools and healthcare centres in Nandom Municipality in the Upper West Region
 

Evaluation criteria 
The contract would be awarded based on technical and financial capabilities and satisfaction from due diligence checks by SNV.

Reporting line 
The contractors will report to the HF4A Project Manager through the BCC specialist.

The SNV procurement team together with the BCC specialist will be responsible for quality checks to ensure deliverables are in line with SNV required quality standards. 

Key compliance issues
The contractor shall comply with SNV environmental and safeguard requirements. 

There shall be Gender equity and social inclusion in all deliverables and where it is reasonably practicable.
