Job Description

BACKGROUND

The Feed the Future Ghana Trade and Investment (GTI) Activity was initiated December 1, 2021 and will run for 5 years. The activity will work closely with public and private sector stakeholders to improve the enabling environment for Ghana’s economic growth by (1) facilitating growth in export-oriented trade; (2) improving and developing product standards; (3) catalyzing investments in private enterprises related to high-value commercial crops; (4) promoting job creation, particularly among women and youth; (5) promoting economic diversification; and (6) increasing foreign exchange revenues from high-value export crops.

Purpose

The Grants & Subcontracts Officer will report to the Grants and Subcontracts Manager and work closely with the GTI Grants & Subcontract Officer, operations team, technical team, and communications team. S/he will contribute to GTI’s Objectives grants-under-contract (GUC) and subcontracts program.

Location and Reporting

The Grants and Subcontracts Officer will be based in Accra, Ghana, and report to the Grants and Subcontracts Manager

Responsibilities

S/he is responsible for undertaking the following tasks and responsibilities in a professional manner:

  • Provide procedures and policy guidance and interpretation for program staffers as well as subgrantees to ensure adherence to grant management procedures
  • Support post-award management in accordance with relevant regulations, including but not limited to reporting, audits, etc., in accordance with USAID and Program directives, policies, and procedures
  • Support review grants and subaward expenditures and other financial analysis on a monthly/ quarterly basis as required
  • Liaise with subgrantees and relevant GTI teams to complete due diligence checks, negotiate subgrant agreements, and process amendments
  • Support preparations of cost and no-cost amendments for grants, subcontracts, and purchase orders with the Grants and Subcontracts Manager.
  • Ensure government funding management and reporting are compliant with applicable regulations
  • Support revision/editing of applicants’ proposals and review budget estimates for allowable costs, reasonableness, and consistency.
  • Prepare grant agreements and build awards management documentation/recording system.
  • Contribute to development and update of budgets during grant development and implementation.
  • Monitor grantee and project compliance with USAID regulations.
  • Maintain regular communication and build relationships with technical leads and partner organizations.

Required Skills or Experience

  • Must be a Ghanaian citizen.
  • A Degree preferably in Economics, Political Science, Business Administration, Accounting, Finance, or related topics.
  • A minimum of 2-5 year working experience with a USAID project or other international development organization is required, with at least 1of those years managing grants under contract or sub-grants.
  • Familiarity with key USAID grant mechanisms is preferred.
  • Excellent written and verbal communication skills.
  • Must demonstrate good judgment and maintain client confidentiality.
  • Must have strong organizational skills and be a proactive and efficient communicator with strong interpersonal skills. 
  • Must demonstrate the ability to work under pressure and demonstrate discretion with common sense in discharging assigned responsibilities. Incumbent must recognize the need to consult and seek for help from superiors when in doubt.
