Job Description

Key Responsibilities and Task:

  • Promote Company Health and safety Policies
    • Ensure that the mechanical maintenance personnel are competent for the duties they perform.
    • Audit compliance with health and safety procedures periodically and take appropriate action    to correct any deviations.
    • Ensure plant regulations in respect of safety-related inspections and mechanical maintenanceare Implemented.
    • Identify areas for improving health and safety performance for the mechanical maintenanceteam and Implement appropriate measures.
  • Promote Company Environmental Policies
    • Ensure all the mechanical maintenance personnel are familiar with environmentalrequirements affecting them.
    • Audit compliance with environmental procedures periodically and take appropriate action to Correct any deviations.
  • Prepare the Mechanical maintenance Plans and Budgets
    • Prepare annual plans for plant engineer to meet requirements of the agreed business plans.
    • Gain, approval for recruitment, when necessary, and initiate relevant company procedures
    • Prepare and gain approval for the department’s annual plant mechanical maintenance budget
  • Direct Mechanical maintenance Activities on the Plant
    • Ensure mechanical maintenance of the assets is consistent with business requirements
    • Ensure full compliance with National Standards for plant inspection and test, or, where no such standard is available that best international and industry practices are applied
    • Ensure a risk-based approach is adopted to mechanical maintenance and inspection
    • Ensure the technical integrity of the asses is maintained on a planned basis
    • Ensure that all mechanical maintenance and materials management activities are controlled and recorded using a computerized system
    • Assume delegated authority and responsibility and  utilize this effectively to manage the department
    • Delegate necessary levels of authority and responsibility, consistent with company procedures, to facilitate agreed departmental work processes and procedures
  • Control Mechanical maintenance Costs within Agreed Budgets
    • Monitor departmental; commitments and expenditure on a monthly basis
    • Control departmental annual mechanical maintenance and mechanical maintenance expenditure within the agreed budget
    • Take prompt action to deal with variances
    • Prepare a department monthly cost report for the Plant Manager.
    • Monitor and Improve the Service Provided by the Mechanical maintenance Department
    • Periodically arrange the audit, by independent review, of the plant asset management Strategies, procedures, methods and behaviors
    • Monitor the standards and productivity of mechanical maintenance team
    • Initiate investigations of recurring mechanical maintenance problems
    • Identify areas for improvement and put forward recommendations to the plant manager.
    • Initiate periodic reviews and revision of mechanical maintenance procedures.
  • Direct the Preparation and Implementation of Shutdowns and other Special Activities   
    • Appoint key mechanical maintenance personnel for the preparation and implementation of shutdowns   and similar events. Act as the sponsor through the implementation  phase of any such event.                                
    • Ensure sufficient resources are in place to plan and prepare for the event
    • Establish that there is sufficient budget to cover the shutdown or similar event
    • Identify constraints on the timing and duration of the event and ensure all relevant parties understand these.
    • Monitor the progress of the shutdown or similar event during its implementation and act to correct shortfalls in cost control, timing or technical control.   
    • Ensure that unforeseen inspection findings and other problems uncounted during the Shutdown period are dealt with promptly and professionally.
    • Review the performance of the shutdown and identify key considerations for future events.

 

  • Motivate, Train and Develop Subordinate Personnel
    • Promote a culture of quality and safety while developing the skills and effectiveness of the mechanical maintenance teams.
    • Promote a shared skills approach to operation and mechanical maintenance tasks in support of Production efficiencies.
    • Assess performance of subordinates in key areas to identify training and development needs.
    • Promote company and departmental procedures in respect of appraisal, training and development.
    • Remain abreast of current refining technology and where appropriate arrange exchanges or courses to introduce these to the plant personnell

Required Skills or Experience
