GROW Mid-Term Evaluation Terms of Reference

MEDA’s project, Greater Rural Opportunities (GROW), seeks to improve food security for 20,000 families in northern Ghana. GROW helps women increase availability, access and utilization of a variety of appropriate and nutritious food through strengthening production and market linkages, increasing diversification in production, and creating nutrition awareness. The project works in eight districts of the Upper West Region and is at the mid-way point in a six-year lifespan.

GROW requests proposals in response to this TOR for a Consultant to help with the a) survey (cleaning and analysis); b) qualitative data collection and analysis; and c) report writing. The survey (with a sample of <400 female farmers) will be conducted in the first quarter of 2016 (Feb/March), and focus groups will immediately follow.

Methodology
The GROW approach to the Mid-Term Evaluation will utilize mixed methods to illustrate impact and sustainability on both producer clients and other value chain actors. MEDA will lead a mid-term evaluation, and seeks support from a Consultant.

Responsibilities
The internal GROW team will be leading the tool development, sampling, and data collection. The GROW team will also community responsively with the Consultant, providing feedback and answering questions.

The Consultant will:

  • Review survey and FGD tools, as well as other project documents to gain familiarity with GROW
  • Conduct 6 days of FGDs in Upper West Region, to include between 10-15 discussions during that time
  • Clean and analyse survey and FGD data
  • Write Mid-Term Evaluation Report
  • Participate in biweekly calls with HQ M&E Manager and the Country Project Manager
  • Co-facilitate, along with GROW M&E Manager, an Evaluation Validation Workshop
  • Reporting: The consultant will report to the HQ M&E Manager and the Country Project Manager on a biweekly basis, at a minimum, to update on the progress of the survey, identify potential issues, and flag anomalies. Other calls can be arranged as needed. The consultant may not authorize project expenditures without first getting the approval of the Field Project Manager.

Deliverable
The consultant will submit the following deliverables, and any additional deliverables as requested by the Field Project Manager:

  • Check-in calls, biweekly and as needed
  • Summaries and analysis of focus group meetings
  • Analysis in MS Excel of survey data
  • The Consultant will produce a draft report including both survey and FGD data; and respond to comments to produce a final report, with pictures included
  • A Validation Workshop will be held in March, led by the GROW M&E team with the participation of the Consultant

 

The project shall start 29 February, and include an estimated LOE of 26 days.

There will be two trips to Upper West Region: a) FGD collection and b) Validation Workshop.

Required Skills or Experience

Education

  • Master’s level degree required, in social sciences, such as statistics, public policy, economics or a related field, and/or specialized training/certification in monitoring & evaluation.
  • Alternatively, a Bachelor’s level degree with five years of relevant work experience beyond the degree.

Experience

  • Leading quantitative and qualitative data analysis in a similarly-sized survey
  • Clear writing ability
  • Familiarity with gender, food security, agriculture, and/or value chain analyses
  • Expertise in statistical analysis, especially in MS Excel
  • Prior work experience in Northern Ghana is desirable, and fluency in local languages such as Dagari, Wali, Sissali will be considered an asset.
