Surveyor/Auditors (Surveyor-CHPS)  - Quantitative Field Staff, Baseline Data Collection for Community Performance-based Financing (CPBF) Impact Evaluation

Project Summary
The Community Performance Based Financing (CPBF) Impact Evaluation is an external evaluation of the World Bank MCHNP initiative. The goal of the impact evaluation is to rigorously evaluate the extent to which performance-based financing influences the quality of health care delivery by facilities and the utilization of the health care services by the communities. The objective of the household screening survey is to identify households which are eligible to be included in the baseline study. The baseline survey exercise will serve as a stock-taking of the current health services available to the people living in the 8 selected districts, their current use of such services, level of satisfaction, together with an indication of their health status.

Position Summary
IPA is seeking to hire Surveyors, Auditors, Team Leaders (TLs) and Field Supervisors (FSs) on 2-8 weeks contract. The survey team will undertake household screening survey of 2 weeks maximum duration from households in 8 districts, 2 each in Northern, Upper East, Upper West and Volta regions. The work will require extensive travel within the districts. Surveyors who perform well during the household screening survey will be considered for the baseline data collection which will be carried out for a period of 6-7 weeks.

These are all temporary positions.

Applications are to indicate which district they will be able to work considering their level of proficiency in the local language. The districts and local languages preferred are North Gonja (Gonja), West Gonja (Gonja), Bawku West (Kusaal), Talensi (Talen), Lawra (Dagaare), Nandom (Dagaare), Agortime Ziope (Ewe) and Kadjebi (Ewe). Applicants are also to indicate which roles they want to be considered for, based on their prior experience and proven skills. 

Responsibilities - Surveyor/Auditors (Surveyor-CHPS)
Surveyors will administer surveys in the field and conduct an initial field edit of the surveys once they have been completed. The auditors are responsible for monitoring the quality of the project. The monitoring role includes administering back checks of completed surveys, and may include other forms of field monitoring. Ideally, the surveyor and auditor will;

  • Travel to communities with a team for listing exercise;
  • Administer surveys to households in the communities as directed by them;
  • Ensure that surveys are administered in an ethical, honest, and rigorous manner;
  • Adhere to all other IPA survey protocols;
  • Debrief with the IPA Team Leader at any time with questions or concerns;
  • Promptly respond to contact from the IPA Project Managers, Field Managers, Team Leaders, or other IPA staff;
  • Perform other duties related to the project that may be assigned to him/her.

Required Skills or Experience

It is required that potential candidates possess:

  • A diploma or University degree in Health or any other related field;
  • Strong oral and written communication skills in English;
  • Strong oral proficiency and basic grammatical knowledge in any of the following local languages – Gonja, Kusaal, Talen, Dagaare, and Ewe;
  • Knowledge of additional or multiple languages used in the Northern, Upper West, Upper West and Volta regions is an added advantage;
  • Good knowledge of basic mathematical computations;
  • Good interpersonal skills and ability to work with little or no supervision;
  • Previous experience (at least one year) in any of these positions is an added advantage;
  • Computer literacy with proficiency in MS word and excel;
  • Experience in using technology to collect data on the field
