Job Description

Project Overview
The Systems for Health project, funded by USAID in Ghana, aims to support improved and sustainable health service delivery by strengthening systems vital to ensure access and quality while mobilizing communities and building public-private partnerships to maximize coverage. URC, with its international and Ghanaian partners, supports integrated maternal, neonatal, infant, child health (MNCH); family planning and reproductive health (FP/RH); malaria and nutrition services guided by the Community-based Health Planning and Services (CHPS) strategy, quality improvement approaches, performance-based financing mechanisms and gender mainstreaming. Systems for Health’s support for CHPS includes construction and renovation of CHPS compounds and other health facilities in the Northern and Volta Regions.

URC-CHS is seeking an experienced activity manager to oversee our rapidly growing construction and renovation program in support of CHPS. The position is based in the project’s Accra office, with extensive travel to the project’s two focus regions for construction, Northern Region and Volta Region.  In addition, URC-CHS is exploring relationships with other organizations that are interested in providing support for Ghana’s expanding CHPS program. If this support emerges in the form of construction and/or renovation, this manager would oversee these activities, which might involve work in and travel to any of Ghana’s ten regions.

S/he will work under the supervision of the Chief of Party (COP).

Roles and Responsibilities

  • Collaborate closely with stakeholders at all levels to identify locations for construction of new CHPS compounds and rehabilitation of existing health facilities;
  • Identification of and collaboration with partner organizations that might provide specialist inputs, such as water supply, power supply, equipment, etc., into the CHPS facilities;
  • Collaboration with the Ghana Health Service at various levels ranging from the community to national leadership in ensuring that delivered CHPS compounds have the necessary support for ongoing sustainable operations;
  • Collaboration with other organizations, such as Sanford World Clinics and the Christian Health Association of Ghana (CHAG), that might be in position to provide health services as the operator of some of the delivered CHPS compounds;
  • Oversee the staff of the construction management unit, which consists of engineers and administrative support personnel;
  • Oversee the construction management process, which consists of:
    • Support the bid solicitation process for construction and renovation contracts;
    • Support administration of facility renovation contracts, including preparation of documentation for finalizing purchase orders and subcontracts, maintenance of files for contractor agreements and coordination with HQ contracts and program support team;
    • Maintain facility renovations tracker in collaboration with the finance and program management teams;
    • Organize site monitoring visits, schedule logistics and coordinate the program management team;
    • Develop/review drawings, plans and measurements for works to be contracted;
    • Review quotations and bids by potential contractors;
    • Participate in contract evaluation and award panels;
    • Prepare payment documentation for the finance team in accordance with the purchase order and subcontract agreements;
  • Consult/work with architects, engineers and contractors to meet URC construction and renovation requirements;
  • Ensure quality and environmental compliance of work carried out by contractors to ensure that they meet URC, USG, Government of Ghana, and other donor standards and are delivered on time.

Required Skills or Experience

  1. Master’s degree in engineering or related field
  2. Professional registration (PE, or equivalent)
  3. Minimum of 10 years of experience in project management
  4. Proven ability to support a diverse and decentralized team working in support of CHPS
  5. Proven ability to mentor and strengthen capacity of local staff in planning, management, communications, etc.
  6. Proven ability to create and maintain effective working relationships with government officials, stakeholders, NGOs, and implementing partners at various levels
  7. Good diplomatic, representational, problem-solving, and interpersonal skills
  8. Ability to work independently and with team members and partners at all levels
  9. Capacity to manage numerous tasks and report in a timely manner
  10. Experience with projects in Ghana required
  11. Exceptional English (oral and written) communication skills required
