John Snow, Inc. , The Global Fund to Fight Aids, Tuberculosis and Malaria (GFATM)
 

The Ministry of health (MoH) and the Ghana Health Services (GHS) are implementing a Supply Chain Master Plan (SCMP) with support from key donors such as the Global Fund to Fight Aids, Tuberculosis and Malaria (GFATM) and United States Agency for International Development (USAID). The overall goal of the Master Plan is to streamline and transform the public health supply chain, improve the functionality of the system and ensure commodity availability throughout the country. 

The JSI- MOH & GF SC Support Project/Ghana (with funding from GFATM) supports the MOH and GHS to implement key components of the Supply Chain Master Plan. Specifically, the JSI- MOH & GF SC Support Project/Ghana interventions will focus at the regional and sub regional levels through a team including the Project Coordinator and Regional Logistics Advisors.

The JSI- MOH & GF SC Support Project/Ghana provides technical support with a focus on the following three objectives:  

  • Improve data visibility at all levels of the supply chain
  • Improve logistics & inventory management activities at all levels of the supply chain
  • Improve performance in distribution of commodities

Reporting Relationship:    The Finance Manager reports to the Project Coordinator in Accra.

The Finance Manager assumes responsibility for the day to day accounting and the overall financial and operational management for the project. The Finance Manager maintains and ensures designated finance, accounting and other duties to ensure accurate financial reporting and to facilitate operations for the successful achievement of project goals. The Finance Manager will report directly to the Project Coordinator and work closely with the project team based in country and in the US.

Major Duties and Responsibilities include, but are not limited to: 

  1. Finance duties
    • Financial management and control – Implement the Field Operations and Accounting Manuals to ensure that project financial activities and records are in line with organisational regulations, and communicate effectively with staff to facilitate understanding and compliance. 
    • Work planning, budgeting and budget control – Liaise with project management to support creation of workplans and associated costs, and work with Head Office support to complete the annual budget for approval, based on the workplan details.
    • Project financing – work with Head Office support to facilitate monthly wire transfers to fund the approved project workplan and budget.
    • Banking and Bank activities – Liaise with the bank to ensure swift resolution to the finance and banking needs of the project.
    • Project management – Provide relevant, accurate and timely financial reports to both local and HO colleagues to facilitate effective decision making towards achievement of project goals.
  2. Accountant duties
    • Financial reporting – Process, maintain and update financial data using the QuickBooks system, with monthly reporting to Head Office, including transfer of original documents to Head office by the 10th of the following month. 
    • Reporting and Audit support – Maintain appropriate copies of all transactions according to the expectations of the client, and for periodic inspection by the clients’ auditors.
    • Vendor Payment Processing – Receive, verify and process vendor invoices including associated statutory payments and taxes, with complete documentation to facilitate future audit.
    •  Petty Cash – Manage and maintain the project Petty Cash account with associated monthly reconciliation and reporting.
    • Monthly payroll / Other Staff remuneration – Maintain the staff register, and administer the monthly payroll including associated statutory payments and taxes.
    • Administer Travel Advances and reconcile advance reports within project deadlines. 
    • Manage the project Inventory Register
    • Any other duties assigned by the project management (FO and HO)

Required Skills or Experience

  • Bachelor’s degree in Accounting or related discipline from an accredited academic institution
  • Must be part qualified on a professional accounting program (ACCA, CIMA, ICA GH.etc.)
  • At least 3 years’ professional experience with financial and managerial responsibilities within the NGO sector.
  • Experience with international donor-funded projects desirable.
  • Advanced working knowledge of QuickBooks, Microsoft Word and Excel.
  • Excellent knowledge and application of local tax laws.
  • Highly proficient in the knowledge and application of financial control procedures.
  • Experience with, Government and Non-Government agencies and organizations 
  • Excellent verbal and written communication skills.
  • Ability to work under tight reporting deadlines. 
  • Strong team player, interpersonal and intercultural skills.
