• REPORTS TO:  PROJECT MANAGER
• JOB LOCATION: GUINEA CONAKRY

JOB PURPOSE
Responsible for the implementation/execution of systems, process audits and revenue analysis that identifies, corrects and prevents revenue leakages from the telecom operators, in order to improve revenue collection for the client.

KEY RESPONSIBILITIES

• Implement approved policies, standards operating procedure (SOPs), work plan and other control systems including monitoring mechanisms for monitoring revenue collection.
• Provide support in identifying deviation from established process or procedural default and recommend appropriate actions.
• Implement and maintain comprehensive and effective systems to ensure effective monitoring of revenue of the telecom operators.
• Implement appropriate systems and procedures to identify, audit and review operational activities of telecommunication operators in relation to revenue and prepare report for the assessment of regulatory fees.
• Review operating systems, processes and procedures to identify revenue leakages at the telecom operators and propose measures to reduce/prevent their occurrence.
• Review, analyse and reconcile international traffic records/data with records declared by the telecommunication operators.
• Review and analyse the accuracy of information/data processed, identify issues and take corrective action to resolve problems.
• Determine monthly revenue forecast and identify revenue opportunities and inform Superior for consideration and implementation. 
• Stay abreast with emerging trends, developments, knowledge, innovations in the relevant field of expertise to facilitate operations.
• Prepare international traffic report of telecommunication operators for Tax Authority and Supervisor as may be directed.
• Prepare timely operational revenue report for Management and/or Tax Authorities and Telecom Regulatory Authorities, to facilitate decision making.
• Validate accuracy of reports and data submitted by telecommunication operators.
• Prepare and submit consolidated telecom operators taxable revenue report for the preparation of adequate monthly invoices.

Required Skills or Experience

• At least bachelor’s degree in Finance, Accounting or related field.
• Membership of a recognised professional body e.g. GRAPA is essential.
• A minimum of 5 years relevant working experience in a similar position.

REQUIRED COMPETENCIES

• Proven knowledge and understanding of data mining and financial analysis.
• In-depth knowledge and understanding of telecommunications switches and/or special access billing.
• Considerable knowledge and experience in telecommunication standards including SS7, Phantom traffic, switch translations, etc.
• Good knowledge of telecommunications network architecture and call flow analysis.
• In-depth knowledge/understanding in the use of audit methodologies and tools.
• Good knowledge/understanding of the various aspects of the telecommunication revenue chain.
• Ability to interpret and apply billing tariffs and carrier interconnection agreements.
• Sound analytical skills.
• Strong database skills. 
• Proven knowledge of requisite tools and skill sets capable of identifying revenue leakages.
• Good communication and presentation skills.
• Ability to speak and write French fluently is essential.
• Good knowledge and understanding of project management.
• Ability to meet deadlines in executing projects. 
• Great attention to detail. 
• Ability to handle information with utmost confidentiality.
• Ability to maintain professional relationships with internal and external stakeholders and work effectively with all categories of employees.
• Excellent hands-on skills in the use of Ms Excel and other auditing/financial software and tools
