Job Description

Western Region Coastal Foundation (WRCF)  TERMS OF REFERENCE, Consultant to develop Case Studies on the Multi-stakeholder Dialogue Platform and Citizens Advisory Council (CAC)

 

Background to the WRCF Programme
Western Region Coastal Foundation (WRCF) aims to make effective use of Corporate Social Responsibility funds from international and domestic oil and gas companies for development, conflict-prevention and growth in the Western Region.  The programme expects to achieve increased stability and inclusive growth.

Purpose of the Assignment
The Western Region Coastal Foundation Dialogue Platform is seen as a unique models which facilitates the realization of responses to community issues using a bottom up approach. 

WRCF would like to develop two  case studies on : (a)  the uniqueness of the Multi-stakeholder Dialogue Platform,  its processes, success factors, results achieved, and the challenges  (b) the role of the CAC in making impartial recommendations on the issues, whilst balancing the interests of all stakeholders. 

The case studies will be published and distributed to government, oil, gas and power companies and other stakeholders. 

Duties and Responsibilities
Specifically, the following tasks will constitute the bulk of the consultant’s responsibilities:

Task 1: Work-Plan Development 

  • Prepare and submit a work-plan for undertaking the case studies
  • Provide an outline for the case studies
  • Provide a list of references that will be consulted for the case study.

Task 2: Research Method 

  • Review the following: Dialogue Strategy; the WRCF Approach to Community Conversations document; video of the CAC session; issues generated from communities; and CAC recommendations on issues, to obtain insights to the Dialogue Structure and its processes and the dialogue results framework to assess the extent of achievement of results, success factors and challenges. 
  • Speaking with the Conversation Managers, identify two to three key issues or problems that existed prior to the WRCF Dialogue Platform which has been addressed or tackled by the dialogue platform. 
  • Attend at least three community conversations and interview some residents to find out their views about the dialogue process
  • Interview some CAC members including Chairperson to find out more about their decision making process and how the body ensures that the Foundation remains responsive to issues raised
  • Interview other stakeholders to obtain their experiences of the Multi-stakeholder dialogue
  • Assess the extent to which the dialogue has achieved it results by doing a thorough analysis of the results achieved to date. 
  • Reference experiences of other similar platforms in the six coastal districts, Ghana, Africa, and global situated within oil and gas, the extractives, or other development sectors,  and illustrate the unique differences of the WRCF Multi-stakeholder Dialogue Platform from the others

Task 3: Report writing 

  • Develop draft and final case studies of not more than 20 pages for the Multi-stakeholder Dialogue Platform, and not more than 10 pages for the CAC
  • The final drafts must be of excellent quality that must meets international publishing standards, and can be distributed to donor agencies, government, oil, and gas companies, as well as other stakeholders

Main Outputs and Deliverables
The following output and deliverables are required: 

  • Work plan outlining approach to develop the case studies
  • Outline of the Case Study 
  • List of reference materials
  • Draft Case Studies  for WRCF/DAI comments
  • Final Case Studies 

Terms and Conditions  
i.    Contract modality and duration 
The Consultant will be hired under a Short-term Technical Assistance Agreement for a maximum of 26 consultancy days including travel time, interviews, community conversations attendance, desk study, preparing and submitting of draft, and final case studies. 

ii.    Reporting 
The consultant will report to the Technical Lead, with direction from the Governance Lead and M&E Manager. 

iii.    Travel and other associated costs 
This project is based in Takoradi in the Western region. While the consultant is expected to work remotely, there will be some travel within the six coastal districts for research and interviews.

Required Skills or Experience

  • Post-graduate degree in English, Journalism, Economics, International Development, Communications, or related discipline
  • A minimum of 15 years’ professional experience, with 10 years’ experience writing business cases, case studies content writing, for the development sector 
  • Prior experience with DFID, or other donor programme
  • Some experience with community development and gender issues
  • Produce sample reports of at least two  previous case studies 

Knowledge

  • Knowledge of the oil and gas sector in Ghana and elsewhere.
  • Knowledge and understanding of the issues of extractive industries in oil producing countries in Africa.
  • Understanding of the policy context of oil and gas development in Ghana
  • Knowledge of the local and traditional political systems in Ghana will be a plus
  • Exceptional written and verbal communication skills in English
