Job Description

Project Summary:
The USAID Ghana Partnership for Education: Learning (Learning) Activity aims to achieve the goal of improving reading performance of over 1 million primary pubic school pupils (KG2 to P2) in Ghana. Learning works closely with the Ministry of Education (MoE), the Ghana Education Services (GES), and other affiliated institutions to achieve this goal. Learning is focused on the following outcomes:

  • Improved in-service training and coaching in reading for at least 22,800 teachers
  • Increased availability and use of core and supplementary reading materials for teachers and primary school pupils
  • Improved early grade numeracy teaching and learning piloted
  • Improved implementation of MOE language policy
  • Improved district support for early grade reading strengthened through District Reading Action Plans

Job Summary:

  • The e-Learning Specialist will be responsible for managing the design, development, and evaluation of Learning’s eLearning activities.
  • The Specialist will work with video production companies to produce videos using the materials developed for the Teachers’ Professional Development (TPD), targeting Circuit Supervisors and District Teacher Support members.
  • Key materials to be developed include best practice teaching videos and early grade pedagogics and delivery system; training modules to build the capacity of trainers and coaches on various topics such as coaching and school leadership, pupil assessment and monitoring tools for coaches and including Fidelity Of Implementation (FOI).
  • Most of the materials will first be developed in print and converted into on-line learning format using SD cards and transmitted using local network system and/or satellite.
  • The eLearning Specialist will report to the Reading Advisor and work collaboratively with program staff and coordinate inputs from subject matter experts.

Key Responsibilities:

  • Work with Learning technical staff and subject matter experts and to develop content for catalog of eLearning modules using Articulate Storyline.
  • Adapt existing paper-based training materials for use in as eLearning modules.
  • Design assessments to track learner outcomes.
  • Identify and coordinate with a video production company to produce videos for use in eLearning modules leveraging materials developed by the program.
  • Manage the development of training modules for trainer and teacher face-to-face trainings such as coaching and school leadership, pupil assessment and monitoring tools for coaches, including Fidelity of Implementation (FOI).
  • Develop supplemental learning materials including workbooks for school-based staff.
  • Collect, analyze, and report on platform-generated learning analytics. Other potential items:
  • Facilitating thoughtful reflection and sustaining a professional learning network of educators
  • Manage an inventory of Android tablets.
  • Work with the companies to develop various and motivating Articulate Storyline for TPD.
  • Undertake other responsibilities to achieve the contents of the Job Summary.

Required Skills or Experience

  • A bachelor or master’s degree in Education or Information Communications Technology with specialization or degree in instructional media or educational technology or similar areas of academic studies on use of technology in education.
  • A minimum of 5 years in developing training content (written, face-to-face, or digital).
  • Experience in developing online training content/converting instructor based learning to online training
  • Experience authoring eLearning courses in Articulate Storyline or comparable Learning Management System (LMS)
  • Foundational knowledge in learning theory and instructional design techniques
  • Working knowledge of online learning frameworks, learning objects, and course structure
  • Experience with other applications such as user of MS Word and PowerPoint presentations
  • Experience working with image and video editing software
  • Ability to organize and work under strict time and production deadlines, while producing quality deliverables
  • Must have the ability to work independently within a small team and follow through on tasks.
  • Excellent written and oral communication
