Job Description

Reports To:  Chief Operating Officer (COO)

Internal Relationship:   

  • Heads of Businesses of Subsidiary Companies
  • International Operations of the Group
  • Group Office Team

External Relationship:   

  • Government Ministries / Departments
  • Companies outside the Group
  • International partners of the Group

Role Purpose:

  • To assist the Chief Operating Officer (COO) in coordinating the operations of the subsidiary companies / consortia as the Head of Operations of the Organisation

Key Responsibilities:

Strategy and Implementation

  • Assist the COO and the Chief Strategy Officer in the formulation and the monitoring of operations targets related to subsidiary companies / consortia
  • Ensure that strategic decisions from the Group Office regarding operations of subsidiary companies are tracked, implemented, and sustained
  • Liaise with the COO to make decisions for operational activities and set strategic goals for the Subsidiary Companies in the Group
  • Revise / formulate operational policies and promote their implementation across subsidiary companies on behalf of the COO

Monitoring and Reporting

  • Collect and collate data, analyze, and prepare reports and dashboards and advise COO to formulate strategies and decisions related to operations of subsidiary companies.
  • Monitor performance, identify warning signals, and advise the Subsidiaries of emerging trends or exceptions to delivery.  Lead the identification and coordination of interventions to address gaps.
  • Ensure the adherence of Subsidiaries to timely and accurate report submissions; make follow-ups to synchronize deadlines and meet expectations.
  • Lead the reporting and progress milestones of key Group and subsidiary projects

Operations Management

  • Coordinate the operational functioning of subsidiary companies / Consortia on behalf of the COO.
  • Plan and monitor the day-to-day running of businesses to ensure smooth progress of operations in the subsidiary companies
  • Manage relationships / agreements with external partners / vendors on behalf of subsidiary companies
  • Suggest methods of improvement in operations processes for those subsidiary companies which are in distress and need intervention and support from Group Office for their operations
  • Ensure that the ERP system is implemented across the subsidiary companies to streamline operations by working alongside the Group Business Solutions team for implementation

Organizational Performance

  • Report performance of subsidiary companies in line with their Balanced Score Cards, reviewing and analysing them on behalf of the COO.   
  • Evaluate regularly the efficiency of the business procedures according to organizational objectives and suggest and apply improvements
  • Perform quality controls and monitor production KPIs as per the Balanced Score Card for the subsidiary companies
  • Evaluate overall performance of the subsidiary companies by gathering, analysing and interpreting data and matrices
  • Adjust operational budgets in line with the financial information to maximise profitability of subsidiary companies

Liaison with Group Office

  • Liaise with the Group Legal team for ensuring legal compliance of all procedures and operations
  • Liaise with the Group HR Team to ensure that each subsidiary company is adequately staffed to carry on smooth operations
  • Perform other tasks assigned and reflected in the incumbent’s work plan or as assigned by the COO. 

Required Skills or Experience

  • An Engineering Degree with specialisation in Operations / Mechanical Engineering. A Master’s degree in Business Administration (MBA) is an advantage.
  • Minimum eight years relevant working experience with at least five in a related role or its equivalent.

Knowledge & Skills:

  • Adequate knowledge of organizational effectiveness and operations management
  • Budget development and oversight experience
  • Working knowledge of budgets, forecasting and metrics
  • Excellent knowledge in the use of Microsoft Office and ERP systems
  • Ability to review and analyse internal reports to identify implications in the management of operations related to subsidiary companies.
  • Ability to work in a fast paced environment.
  • Good analytical thinking with the ability to comprehend causal links, make pros and cons analysis, and analyse factors to reach a decision.  
  • Good report writing and presentation skills.
  • Ability to effectively communicate with all levels in the organization
  • Team player with strong networking across all levels in the organization
  • Possesses high integrity and sensitivity to confidential information.
