Accra, Ghana – M&E Specialist, USAID West Africa Reacting to Early Warning and Response Data, Communities in Transition

Position Location:      Accra, Ghana

 

Position Summary
The Monitoring and Evaluation (M&E) Specialist will be based in Accra, Ghana and will support the USAID West Africa Reacting to Early Warning and Response Data (REWARD) project. S/he will oversee and ensure timely and accurate project monitoring and evaluation, to ensure that project activities are contributing to project objectives. S/he will develop tools and systems for project M&E and manage baseline assessments and mid and final evaluations. 

Primary responsibilities include:

  • Develop M&E frameworks and establish data flow procedures using simple data-flow charts, checklists, or guidelines to facilitate timely reporting and ensure compliance.
  • Monitor the implementation of REWARD project activities. Create M&E surveys, questionnaires, etc. to assess activity outcomes.
  • Oversee and ensure timely and accurate data collection, including surveys, questionnaires, activity reports, site visit reports, weekly reports, etc. Verify actual data for accuracy and resolve discrepancies.
  • Review all relevant data captured in the field and upload into the Creative database for submission. Promptly address follow-up requests from Creative’s Washington headquarters.
  • Aggregate M&E data in accordance with project indicators for inclusion in reports to USAID.
  • Collaborate closely with other Creative staff members in the Accra office to ensure the effective implementation of M&E activities and systems in the field.
  • Analyze and document lessons learned and share with project team to ensure M&E is used for learning and improving.
  • Conduct mid- and final project evaluations.
  • Lead, facilitate and/or organize M&E-related training sessions for staff and other audiences, as and when required.
  • Maintain a comprehensive and well-organized filing system (both hard and e-versions) for all M&E activities.

Additional duties and responsibilities:

  • Regional travel within West Africa to oversee and support monitoring and evaluation of REWARD project activities as required.
  • Represent the REWARD project at client meetings and regional conferences as required.
  • Participate as a non-voting member in all relevant Grant Review Committee meetings for the purposes of technical assistance only, as and when required.
  • Assist with grant verification processes by implementing compliance vendor site visits in coordination with Accra, as and when required.
  • Any other tasks that may be requested by the REWARD Chief of Party.

Reporting & Supervision:
The M&E Specialist will report to the Chief of Party, located in Accra, Ghana.

Required Skills or Experience

  • Minimum of 5 years of experience in Monitoring and Evaluation.
  • BA/BS degree.
  • Demonstrated ability in qualitative and quantitative research methods, data analysis, sampling techniques and establishing M&E systems.
  • Strong communication skills.
  • Creativity and problem-solving abilities.
  • Capability to work individually and as a team to undertake tasks in a fast-paced environment.
  • Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
  • Fluency in speaking, reading and writing in English and French.
