Job Description

Scope of Responsibilities
The LCS Project Manager (PMGSO) has overall responsibility for the planning, management, coordination and financial control of Phase I of the LCS Campus Master Plan, and will work closely with a range of professionals during the process. It is the PM’s responsibility to see that the school’s wishes are adhered to and that the project is completed within the budget agreed. Working with engineers and contractors, the PM ensures that our school’s building plans are carried through efficiently and safely so that our students, faculty, and staff have the very best learning environment possible. The PM is to develop full-scale project plans including sequencing, budgeting, implementation, evaluation and report writing. The PM is responsible for the project’s smooth organization, implementation, and completion to the satisfaction of the Facilities Committee.  .  

General Responsibilities

  • Review all aspects of prior work  for the new campus project, including financial, technical and economic factors
  • Develop a Master Plan in consultation with a Master Plan Steering Committee (including environmental impact assessment, architectural designs, cost analysis, project timeliness)
  • Handle all necessary permits and applications for building  and construction
  • Implement and monitor the Master Plan
  • Interface with regulatory authorities and the community
  • Oversee all phases of construction, to ensure quality standards and architectural specifications are met, and contracted deadlines are met.  
  • Meet regularly with the Head of School to keep him informed and to advice on current issues as required.  
  • Work with Head of School to keep external stakeholders informed (Faculty, Students, Parents, and Community at Large).
  • Other emerging responsibilities relevant to completion of the new campus project

Financial and Budget Management Responsibilities

  • Maintain budget oversight on day to day level
  • Work with the Director of Finance and Head of School to finalize project funding as necessary.
  • Assist the Finance Committee in continual review of the long-term financial plan to ensure adequate resources to accomplish the project objectives, while maintaining sustainable annual budgets.  
  • Implement cost control procedures, bid processes, value engineering as part of on-going financial management of the project
  • Assist the Director of Advancement in implementation of fund raising activities as related to the new campus project.   
  • Advise on, and oversee, procurement of materials and services for all stages of the project.  
  • Provide up to date financial status of the project o the Finance Committee

Project Management specific responsibilities

  • Create anticipated schedule of the project development for project phases and revisit regularly for schedule adjustments.
  • Liaise directly with Architect and engineering firms and their representatives during design and construction phases
  • Work with architect, engineers, and Facilities Committee to write project specifications for all aspects of project – building construction, interior outfitting/design, landscaping, etc.  
  • Liaises with the Finance Director  regarding all bids and ordering procedures
  • Responsible for hiring  all contractors through a bid process
  • Manages with Finance Director all A&E billing and payment schedules
  • Develops and monitors adherence to time line at all phases of the Project to ensure completion of project as scheduled.
  • Researches and proposes partners/contractors related to all aspects of the Project.
  • Provides for environmental oversight of the Project.
  • Provides integrated solutions for utilities management, security services, maintenance services liaising directly with architects, contractors
  • Provides integrated technology planning and solutions for Project liaising with Project I. T. Manager.
  • Implements proactive cost control measures to ensure the Project is accomplished within budget.
  • Plans for all logistics of site management safety and security of site through construction and operation of the new campus.
  • Liaises with all members of the Facilities Committee to ensure excellence in communication, follow through and overall effectiveness and efficiency of the committee.
  • Prepare and deliver regular status reports to the Facilities Committee and relevant Board Committee

Required Skills or Experience

  • Minimum of 5years experience as a construction project manager.
  • Professional certificate as architect or engineer (and/or be a member in good standing of the Ghana Association of Engineers).
  • Experience with project finance and economics.
  • Experience with procurement and negotiations.
  • Proficient in Autocad (or comparable design software), Microsoft Schedule and appropriate cost control/tracking software.
  • Experience of working in an International Environment

Preferred:

  • Experience with on an educational facility development.
  • Experience with working in a multi -cultural environment.
