Job Description

SUPPORTING INCREASED REVENUE COLLECTION AND INVESTMENT IN SANITATION SERVICES IN KUMASI METROPOLIS

Background:

  • There are continuing and very necessary efforts by WSUP to develop market-driven models for improving the sanitation situation in KMA, but there still remains a huge financing gap. The market-driven approaches which are not dependent on subsidies introduced in both locations are of clear value, but are not going to be possible to eliminate the financing gap entirely. In order to achieve improved sanitation for low-income communities, there is a need for increased spending on sanitation services from public revenue stream. It is in this regard that an improvement in the revenue generation of both Assemblies is imperative.
  • Notwithstanding the progress made to date, there remains a lot of effort to increase KMA’s revenue base to be able to deal with the many developmental challenges confronting their people. A wide range of issues have contributed to the current low revenue base. There is a huge gap, and large revenue that could be accrued to the assemblies is not being realized. Very recent (2016) baseline assessments  of KMA’s and KMA’s systems and practices revealed challenges with the efficient and timely provision of services, collection and tracking of payments, and revenue administration. In order to address these challenges, there is the need to undertake effective measures that will ensure a streamlined revenue collection system within KMA.
  • The service of a consultant is therefore required to undertake an assignment to ensure improved revenue collection system for KMA.

Objectives:
Objectives of the project

  • The overall objective of this consultancy assignment is to provide technical support to KMA to improve revenue generation and establish a sanitation surcharge on property rates to increase investment in sanitation service delivery.
  • The following are the specific objectives of the assignment.
  • The consultant is required to provide technical support to KMA to:
    • Undertake networking activities to connect all revenue related departments and sub metro revenue units to a central server.
    • Update property rates database of KMA
    • Configure and ensure full functionality of 50 ticketing devices
    • Conducting training for revenue staff

Scope Of Assignment:
The scope of the assignment is detailed in the tasks below;
The consultant is required to submit a preliminary report a week after the commencement of the assignment. The report shall detail how the assignment is to be undertaken with workplan and stakeholder engagement plan.

  • Task 1: Updating Revenue database(10days)
  • Task 2: Undertake networking of all revenue related departments (20 days)
  • Task 3: Conduct Trainings for KMA Staff   (10 days)
  • Task 4: Assessment of Installed systems (5 days)

Assignment Location:

  • The assignment will be carried out in the Kumasi Metropolitan Assembly. The Consultant would be required to liaise with KMA and WSUP to obtain any other required information to aid in undertaking the assignment.

Expected Outputs And Deliverables:

  • Table 1 provides a summary of the expected effort level and the required outputs. All activities are expected to take 45 days and executed within a maximum of 3 months, starting 23 October, 2017 and ending 28 February, 2018. To achieve these, and allow time for Client feedback on draft submissions, multiple tasks should proceed in parallel wherever possible

Required Skills or Experience

The assignment will require as key-staff:

  • one (1) team leader – Municipal Finance Expert;  one IT expert; One Policy and Advocacy;  and any other expertise that the consultant may deem necessary

The team leader shall be required to have a minimum of a master’s degree in public finance, public administration or related fields.

The consultant should display the following profile:

Essential:

  • depth of experience in the relevant subject area
  • experience in working on similar projects in Ghana

Desirable:

  • some understanding of the urban WASH sector
  • previous experience of working with organisations similar to WSUP or with international NGOs and consultancies
  • working knowledge of written French

Not needed:

  • specialist financial or taxation knowledge

Reporting and liaison:

  • During the assignment, the Consultant will report to the WSUP Kumasi project Manager and in close collaboration with the budget, finance, IT, Planning and Waste Management directors of KMA.
