The Resiliency in Northern Ghana (RING) project is a 5-year integrated project funded by the USAID Feed the Future (FtF) Initiative and is designed to contribute to Government of Ghana (GoG) efforts to sustainably reduce poverty and improve the nutritional status of vulnerable populations. The goal of RING is improved livelihoods and nutritional status of households in Ghana.

Job Description

  • Job Title: Community Led Total Sanitation Monitors (Natural Leaders Network)

Background 
The Resiliency in Northern Ghana Project (RING) Project is a USAID-funded nutrition and poverty reduction program currently implemented in 17 Metropolitan, Municipal and Districts Assemblies of Northern Region. The project is implemented through the Northern Regional Coordinating Council (NRCC) and District Assemblies (DAs) and their substructures to deliver livelihoods, agriculture, nutrition, WASH and good governance services to vulnerable families, but with technical support and guidance from Global Communities.
 
As part of its technical support and efforts to support MMDAs to expand or scale up CLTS implementation in the 17 districts, Global Communities’ in partnership with the MMDAs is  scaling up the CLTS implementation efforts in the districts through the use of Natural Leaders who trigger and engage neighboring communities and support them to attain ODF status.  The Natural Leaders (NLs) CLTS implementation is currently being implemented in four districts namely Gushegu, Saboba, Chereponi and East Mamprusi.  GC RING seeks to engage the services of 4 CLTS Monitors to be in charge of the Natural Leaders Network (NLN) CLTS communities to support coordinate the implementation of the Natural Leaders CLTS activities in the aforementioned districts
 
The assignment 
The assignment involves providing support to the natural leaders to conduct pre-triggering and baseline data collection, triggering and implementation of post triggering activities in their assigned CLTS communities in their districts.  The successful candidates will be required to visit the Natural Leaders and their triggered communities each week to provide technical support and guidance to the Natural Leaders and their communities for them to attain ODF status within 6 months. 
 
Objective of the assignment 
The objective of the assignment is to provide the districts with additional independent human resources to accelerate the Natural Leaders Network CLTS implementation in the beneficiary districts to ensure their triggered communities are converted into ODFs. 
 
Scope of work for CLTS Monitors (NLN) 
  • The assignment will be carried out in the following districts: East Mamprusi, Saboba, Gushegu and Chereponi districts.
  • Successful candidates will be required to perform these specific tasks as part of the assignment:
  • Work with District Environmental health staff and follow up on Natural Leaders to ensure Natural Leaders are conducting monitoring visits to their assigned communities
  • Follow up on Natural Leaders network (NLN) at cluster and area council levels and ensure they are conducting their weekly and monthly meetings.
  • Assist Natural Leaders come up with action plans towards ending OD in their communities and also participate in other interventions
  • Give weekly and monthly updates on numbers of completed latrines and hand washing facilities in the communities monitored by Natural Leaders to  districts and GC RING WASH team
  • Coach and mentor Natural Leaders as necessary to increase their knowledge and skills in CLTS facilitation and other WASH related field works
  • Support DEHOs to identify, select and engage natural leaders in ODF communities 
  • Support experienced Natural Leaders to train emerged  Natural Leaders on CLTS triggering skills and tools
  • Support Natural Leaders conduct house to house sensitization on construction of latrines, tippy taps and functional soakaways
  • Support Natural Leaders facilitate community self-assessment for their communities and also facilitate and participate in DICCs/RICCs verification of communities triggered by NLN and supervised by Natural Leaders
  • Perform any other duties as may be assigned by GC RING

Outputs & Deliverables 
As evidence of performance of duties, and for which payment of salaries or remuneration will be based, the CLTS monitor will be required to deliver the following outputs:
  • Monthly work plan, which will be reviewed and approved by RING WASH team
  • Number of monthly meetings conducted with the Natural Leaders and issues discussed
  • Weekly updates on the nature of technical support provided to the Natural Leaders and their communities  
  • CLTS data (number of latrines constructed, number in use, number of tippy tabs constructed, number of soakaways constructed etc.)  submitted weekly
  • Monthly narrative reports, indicating cluster and area councils meetings supervised and type of support provided.
  • Number of clusters/area council level meetings conducted by the Natural Leaders and  supervised by the CLTS monitor (NLN)
  • Community self-assessment reports and district ODF verification reports of communities supervised by Natural Leaders
  • Number of communities visited by the Natural Leaders and their updates
  • Number of ODF communities by the Natural Leaders 
  • Household latrines and hand washing stations completed

Duration of assignment
The assignment is for 6 months but renewable based on good performance and availability of funds. The contract will start in November, 2017 and end in April, 2018.

Required Skills or Experience

Eligible candidates must have the following: 

  1. Minimum of certificate or Diploma a in relevant discipline (environmental studies, public health, development studies)
  2. One year’s post national service relevant working experience 
  3. Conversant with CLTS tools and facilitation skills
  4. Community mobilization skills and techniques
  5. Be able to communicate effectively in one of the following languages; Mampruli, Dagbani, Likpakpa, and Chokosi-Anufo)
  6. Be able to ride a motorbike and has rider’s license
  7. Have a motorbike or have access to a motorbike
  8. Basic knowledge in MS office applications
  9. Be willing to stay and work in any of the above-mentioned districts. 
  10. Be willing to work 90% in field
