Job Description

Reports to: Operations Superintendent East

Key Job Responsibilies:
Implementation of Company HES and Security Policies to Ensure Safe Work Environment

  • Act as Site Safety Officer.
  • Supervise all activities, employees and contract personnel on site to ensure compliance with WAPCo HES policy.
  • Ensure participation of all personnel in safety awareness and training programs.
  • Act on own initiative to patrol facilities under his care and identify and correct work place hazards, unsafe practices, security violations or environmental concerns.
  • Respond appropriately to station and line leaks or other emergency situations and Lead team members in conducting hypothetical drills.
  • In consultation with the HES SME Subject Matter Expert, direct the disposal of waste generated as a part of daily work in a safe manner and in compliance with all hazardous waste transportation and disposal regulations and requirements. With direction from the HES SME, prepare manifests for the shipment of hazardous wastes.
  • Ensure the use of Permit to Work and associated certificates as applicable to manage all non-routine activities on site.
  • Coordinate Emergency response activities.
  • Coordinate and supervise activities to ensure that safety critical equipment are in compliance with regulatory requirements
  • Maintain (MSDS) Material Safety Data Sheet for all chemicals in the facility.
  • In absence of the O &M Superintendent, act as Incident Commander during emergencies.

Operation and Maintenance

  • General
    • Act as contract and quality assurance compliance inspectors for WAPCo projects and assume on-site responsibility for the completion of the project as designed and stipulated in the contract documents
    • Act as quality assurance compliance inspector for WAPCo routine O & M outsourced jobs and assume on-site responsibility for the completion.
    • Act as Person-in-Charge for lockout/tag out procedures for piping and equipment repairs.
    • Perform basic Computerized Maintenance Management System (CMMS) tasks including accessing and reviewing the work centre and creating malfunction reports, maintenance reports and activity reports.
    • Track and follow up with Contract and Procurement (C&P) to expedite order placement and delivery of spare parts and other goods.
  • R & M Station
    • Act as a site Team Liaison with Subject Matter Experts.
    • Coordinate work at the R&M station and work with other team members or contractors in performing equipment start up and shutdown, daily operations and maintenance work processes.
    • Supervise operation of assigned pipeline segments and facilities.
    • Coordinate natural gas movements, receiving/launching of pigs with system controllers, and customer contacts at delivery points.
    • Lead and /or participate in the investigation and resolution of significant equipment malfunction/unexpected operational situations.
    • Supervise the collection and documentation of readings from custody transfer meters in accordance with daily contractual nominations and retain the data set in line WAPCo document retention policy.
    • Coordinate the inspection, performance and documentation of facilities compliance checks, and track actions to completion checklists.
    • Perform compliance inspections and participate in agency inspections.
    • Inspect fire and other safety equipment and systems to ensure that they are maintained and are operational
    • Ensure and participate in performing pre-job planning, SIMOP preparation and execution and work permitting.
    • Supervise or perform routine housekeeping in shop, site and control room work areas. Perform routine compliance inspections.
  • Pipe line & ROW
    • Supervise the inspection of pipeline (ROW) and submit inspection report.
    • Liaise with relevant stakeholders to address outstanding issues on inspection report.
    • Ensure maintenance of right-of-ways including inspection marking right-of-way limits, mowing rights-of-way or clearing brush and painting markers in accordance with call out contracts.
    • Support minor repairs to pipelines and pipeline equipment including simple mechanical, instrument and electrical repairs.
    • Ensure that the CATHODIC Protection System is inspected and properly functioning.
    • Communicate and coordinate with contractors to schedule work in a manner that will not result in job delays but will still meet WAPCo requirements.
  • Gas Transportation
    • Maintain active business relationship with customers to ensure open communications during gas delivery, planned and unplanned facility shut down.
  • Resource Planning
    • Supervise the usage, of consumables and monitor minimum /maximum set reorder levels to ensure uninterrupted delivery to the customers.
    • Requisition for materials and services needed for daily work.
    • Develop, obtain approval and implement and monitor employee work schedule to ensure adequate coverage of Site Operations
    • Assist with the implementation of the business plan at the station level.
    • Plan shut downs and daily work activities, write procedures and assign personnel to ensure availability of material and parts for operational excellence
    • Act as company Station Representative in implementing the scope of existing contracts on site.
    • Support in sourcing for potential vendors and contractors and participate in bid analysis as and when required.

Required Skills or Experience

Key Competencies Required:

  • HND in Engineering with minimum of 7 -10 years’ relevant experience, 4 of which must be relevant and demonstrable; or OND/MET/EET Part 3 with minimum of 10 years’ experience, 7 of which should be relevant and demonstrable
  • Demonstrable knowledge of Health, Safety & Environmental principles and practice;
  • Experience in Gas/Pipeline Operations;
  • Experience in Maintenance and Inspection execution;
  • Experience in Control Room operations;
  • Good working knowledge and use of Microsoft Outlook Office – Microsoft Excel, Word, Power Point and Outlook.
  • Must possess good communication and people skills.
  • Must possess Contract Supervisory Skills.
  • Must possess Report Writing and Presentation Skills.
  • Ability to prioritize conflicting activities, track multiple activities and plan own work with minimal supervision.
  • Ability to articulate information clearly.
  • Must possess good interpersonal skills and apply same in a diverse work environment.
