Company Profile SEND GHANA, a policy research and advocacy organization, was founded in 1998. It is headquartered in Accra, with network offices in Tamale and Salaga. Job Description Background
SEND GHANA is a subsidiary of SEND Foundation of West Africa established in August 1998 with a mission to promote good governance and equality of men and women. Since 2002, SEND has inspired citizens’ participation in the implementation of the first and second generations of Ghana’s Growth and Poverty Reduction Strategies through the application of its Participatory Monitoring and Evaluation (PM&E) framework.
As part of SEND GHANA’s course to promote equality, it is implementing a STAR-Ghana funded Gender & Social Inclusion (GESI) project in Ghana titled ‘Promoting Progressive Tax for Inclusive Development of All (PPTID)’. The objectives of the project are as follows:
a. To facilitate the involvement of socially excluded groups in tax advocacy
b. To increase civil society’s responsiveness on regressive tax regime through media engagement
c. To influence the replacement of regressive tax system with a progressive tax regime
The project seeks to achieve three results as follows:
i. Increased implementation of progressive tax policies and initiatives
ii. Socially excluded groups are advocating tax reforms from regressive to progressive regime
iii. Increased civil society’s influence in progressive tax reform/formulation
Objectives and Scope of Assignment
The objective of the assignment is to assess the impact of current tax regime on inequality in Ghana. The assignment is to generate evidence of impact of Ghana’s tax regime on inequality to support policy engagements with duty bearers.
Proposed Methodology
In undertaking the assignment, SEND proposes a methodology as below;
Expected Outputs
1. Inception report
2. The final research report not later than one month after the completion of the fieldwork.
Timeframe
The consultant is expected to complete the assignment by the end of January 2018.
Required Skills or Experience Education
• University degree in Social Sciences or other relevant discipline; Advance degree is an asset
Experience
• At least 5-7 years of prior work experience in dealing with tax issues.
• Demonstrated knowledge and experience in undertaking research especially in the area of tax.
• Knowledge of all prevailing tax laws
• Must have skills in quantitative and qualitative research methods and reporting
• Experiences in carrying out organizational assessment of grassroots groups
• Demonstrate experience and skills in preparing performance measurement guide for developments project
Reporting
