Job Description

 Education & Advocacy

• Provide orientation to contractors and site visitors
• Provide guidance on WAPCo house rules, Drug and Alcohol policy
• Educate workers about the company’s safety policy and procedures
• Communicate essential safety standards to workers during each walkthrough
• Educate and Train contractors on cradle to grave management of waste including safe waste disposal on site
• Circulate health safety and environment bulletins on relevant and current issues such as disease outbreaks, health alerts, process safety incidents etc

Advisory

• Participate in PTW/JSA of activities on site
• Serve as the focal person offering safety guidance during such activities as Excavation, Confined space etc
• Serve as advisor on the suitability of all chemicals to be deployed onsite  including review of SDS 
• Facilitate relevant construction and project related risk assessments
• Review contractor health and safety plans and provide further mitigations where necessary     

Inspections and Audits

• Conduct site safety inspection and ensure close out of recommendations
• Perform inspection on equipment and tools prior to use
• Conduct vehicle pre-mob for cranes and other vehicles to be used on site
• Develop and submit comprehensive safety report of each inspection undertaken.

Compliance

• Check the stability of scaffolding and ensure they are certified for use with inspection tags
• Enforce Personal Protective Equipment compliance on site
• Conduct random drug and alcohol test on site and monitor compliance
• Ensure lifting equipment and accessories are colour coded and have relevant test certificate
• Oversee the deployment and use of relevant WAPCo check lists such as Pre-Use inspection checklist

Incident Reporting, Drills and Trend Analysis

• Write detailed report of on-site accidents.
• Plan and conduct drills as necessary
• Track records of observations from submission to close out
• Trend and analyze incidents

Required Skills or Experience

• Minimum of 5 years’ industrial experience. 3 years in HES Pipeline organization or Oil & Gas relevant Industry experience is required.
• Certification from NEBOSH / IOSH or other renowned certifying HES body.
• Knowledgeable in leading and lagging safety indicators
• Have experience in the review and development of HES management system.
• Ability to train others and present complex/Technical information in easily understandable state
• Proficient in Microsoft Office applications i.e, Word, Excel, PowerPoint and Project.
• Good written and spoken communication skills in English and able to work with all levels of management and multinational staff.
• Familiarity with the relevant company’s established policies and procedures on project matters is an added advantage.
• Familiarity with Process Safety Management (PSM), JSA, PHA etc.
