SI’s mission in Ghana is to provide technical assistance and related services to client and government organization, under its contract agreement with the United States Agency for International Development (“USAID”) for Partnership for Education: Evaluating Systems.


The Evaluating Systems activity aims to support Ministry of Education (MOE), Ghana Education Service (GES) and local organizations to establish and improve basic education monitoring and evaluation systems and frameworks that encourage learning and use of best practices, linked to Ghana’s new emphasis on primary school reading.
Major areas of support will include:
Providing technical assistance and capacity building support to MOE, GES and its development partners to help develop a systematic, coordinated and responsive monitoring and evaluation system that supports implementation of the Government of Ghana’s Education Strategic Plan 2010-2020 (ESP).
Creating a harmonized monitoring and evaluation operational framework that supports the implementation of the ESP.
Undertaking impact and performance evaluations that promote evidence-based decision-making in the education sector, with an emphasis on primary school reading

Job Description

Project Background
The USAID/Ghana Partnership for Education aims to improve reading performance at the primary level in Math and English in P4 and P6. The 2018 National Education Assessment, a curriculum-aligned written test assessing pupil performance in English language and mathematics, will directly contribute to the measurement of this goal. Evaluating Systems (ES), the USAID: Partnership for Education M&E Systems partner, will leverage its existing work to promote monitoring and evaluation system use within the Ministry of Education and Ghana Education Service. 

Building off of its current progress in the Education Management Information System, the National Education Strategic Plan (NESP), the Basic Education Research Agenda and the 2017 and 2019 Early Grade Reading Assessment and Early Grade Mathematics Assessment impact evaluations, ES will link, support and sustain the administration of the 2018 NEA. Having built strong relationships within the MOE and GES, and conducted reading or math assessments in over 600 schools with approximately 15,000 primary school children in 2017, ES is prepared to build upon this successful activity as well as earlier NEA rounds, effectively utilizing and improving upon the previously developed tools and protocols. 

Duties and Responsibilities
The Project Associate will play key roles in assisting and working with the staff of Social Impact Evaluating Systems in conducting logistic functions both within the office and for programmatic assignments in the field.  While available for work on the contract as a whole, this person will play a significant role in providing logistics, procurement and administrative support to the National Education Assessment.

Specific Duties

  • Liaise with MOE and GES at national, regional and district levels to schedule appointments or other visits specific to Evaluating Systems work.
  • Prepare assessment team visits to the field, making sure to have vehicle, supplies and travel arrangements in place.
  • Plan and prepare for large scale procurements in line with USAID and Social Impact regulations
  • Oversee printing and review of testing materials 
  • Support transport and logistical arrangement for distribution of materials country wide
  • The Project Associate will coordinate contacts with key partners working in the area of education and in the other areas of Evaluating Systems’ work for the duration of this project..
  • The Project Associate will be supervised by the Chief of Party and will work with other SI specialists as assigned to the Project.
  • Play an integral part of the SI Evaluating Systems team in its staff meetings and other planning meetings.
  • Perform other tasks at the office level as requested by the Chief of Party and Deputy Chief of Party.

Required Skills or Experience

  • Minimum of 5 years of experience in administration and logistics in a relevant field (e.g. administrative capacity on development projects, project management, monitoring and evaluation)
  • Ability to follow through on multiple tasks in a fast-paced, deadline-oriented environment
  • Excellent organizational skills and attention to detail
  • Excellent computer skills, including use of Microsoft Office Excel and Word programs
