Job Description

Job Purpose

  • The Extractives Industry (EI) Programme Officer is responsible for supporting Oxfam’s Extractive Industries Programme in Ghana as part of the implementation of the Oxfam country strategy for Ghana.
  • S/he will work with the Extractive Industries Programme and Campaigns Manager and team and across the Gender and Programme Quality, Policy, Programmes and Influencing teams in Ghana to provide policy analysis, research in support of the Extractive Industries and other Oxfam campaigns.
  • S/he will as well support the design and contribute to implementation of advocacy strategies, especially in relation to the extractive industries agenda in Ghana.
  • S/he will support in identifying ways in which to improve governance and gender justice in the extractive industries; work with line Manager to develop initiatives to combat corporate strategies to avoid community and human rights abuse and environmental degradation; and with the extractives team and others to identify advocacy opportunities in Ghana and beyond, with International Financial Institutions, extractive industries corporations, and international processes to promote transparency and accountability in the sector. 

What We Are Looking For

  • This appointment is vital to the success of our Extractive Industries Governance work in Ghana. Reporting to the EI Programmes and Campaigns Manager, and based in our office in Accra, you will be responsible for providing direct support to our Extractive Industries team, collaborators and programmes in Ghana. 
  • Your responsibilities will include ensuring all projects and programmes we support in Ghana are in line with Oxfam’s strategy, policy and programme approaches, and meet organizational quality standards and best practice. 
  • A strong team player and leader, you need to be able to demonstrate your ability to engage with team members; contribute to building resilience and effectively be a positive influence on team potential.  At the same time, you are able to engage proactively with policies and initiatives with teams and units across the organization. 
  • You will work with the Programme Manager to ensure sound monitoring and evaluation practices, and work with the programme quality team and all partners to build up an evidence base that demonstrates programme outcomes and impact. 
  • An effective networker, you have the ability to support the elevation of Oxfam’s extractive Industries programme profile and engagement with relevant development networks in the country.  Your strong influencing and presentation skills equip you to be an effective advocate to government, key donors and other decision makers. 
  • Supporting a wide range of responsibilities, we require you to have strong individual planning and team management skills, and a track record of delivering and meeting deadlines.  In a challenging funding landscape, you will, under supervision and leadership of the Programme Manager, contribute to engagements and initiatives that would support the Extractive Industries programme to mobilize the necessary resources and their subsequent management in a cost-effective and strategic manner. 

Required Skills or Experience

  • You will be an experienced development professional, with an appropriate qualification and ideally educated to a bachelor’s level and with at least three years’ experience in the sector.  
  • Organised and a strong communicator, you’ll have a wide knowledge of project management, campaigning and influencing. And you’ll certainly be no stranger to managing complex workloads. Confident writing communications for a variety of audiences, you’ll have an eye for detail and the drive to deliver key and multiple projects on your own and on time. And it’s essential that you’re fluent in English.
