Description
World Education, Inc. seeks a local candidate for a Knowledge Management and Database Officer based in Accra, Ghana pending award from DFID/Girls’ Education Challenge/Leave No Girl Behind. The programme aims to improve the literacy and numeracy skills of highly marginalized out-of-school girls and transition them into formal school or employment. This programme seeks to decrease key barriers to access quality education, opportunities for employment and improving safety of highly marginalized girls in schools and their communities, while increasing girls’ knowledge and adoption of positive behaviours, empowering them to become leaders and role models within their communities.  

The Knowledge Management and Database Officer reports to the Monitoring Evaluation and Learning Manager and is responsible for designing and managing the program ME&L database to support time sensitive feedback for an informed program management approach. She/he will assist in analysing program data, generating reports and coordinating the development of policy papers.

Responsibilities

  • Ensure quality and timely management of program database 
  • Manage a team consisting of technical program associates, M&E officers and a grants officer.
  • Provide technical guidance in design and implementation of database. 
  • Collaborate with ME&L team and Downstream NGO partners on implementing quality data gathering methodologies
  • Ensure the fidelity of program data and that data management is aligned with donor and fund manager requirements
  • Work closely with ME&L Manager to analyse data and report findings
  • Lead the development of policy papers
  • Other responsibilities as assigned. 

Required Skills or Experience

Minimum

  • A degree in database management, monitoring and evaluation, statistics or a related field
  • Minimum of 5 years of relevant experience working in monitoring and evaluation or database management
  • Experience in generating and analysing large data sets to provide an informed programmatic approach
  • Background in research and developing high quality policy papers and reports
  • Strong understanding of the Ghanaian education sector, including district-level education 
  • Demonstrated experience leading and building the capacity sub-awardee partners, including field-based staff, to meet project needs and deliverables is strongly desired; 
  • Exceptional written and spoken communication skills required

Preferred

  • Collaborative and creative mind-set
  • Knowledgeable in education data analysis with a gender and inclusive focus
  • Demonstrated training experience 
  • Strong analytical and reporting skills
  • Experience running database and data collection software.  i.e. SPSS, Magpie, Tangerine
