Job Description

Safety Officer 1 – Roles and Responsibilities:
Spending at least 50% of their time coaching and monitoring personnel, the primary role of the Safety officer is as follows:

  • To provide appropriate training in the Company’s HSE policies, procedures and safe working practices, for all personnel onboard;
  • To monitor ongoing operations at the worksite in order to confirm that tasks are being carried out in compliance with the Company’s HSE policies, procedures, and safe working practices;
  • To promote the Company’s Safe Behaviour Programme through coaching, and the continuous development and roll out of campaign material.

Supporting and advising the Master / O.I.M., Department Heads, and Supervisors on health, safety and environmental matters, specific responsibilities of the Safety Officer include:

  • Participation in the daily morning meeting and pre-tour meeting, and in the weekly safety meeting;
  • Active participation in Tool Box Talks associated with key operations identified at the above daily meetings;
  • Development, analysis, and reporting of HSE performance data
  • Preparation of routine reports including:
    • End of trip Safety Report
    • Annual Safety Report.
  • Comply with Stena Drilling procedures for management of risk; ensuring that a suitable and sufficient risk assessment is carried out for all work activities.  
  • Active participation in risk assessments associated with key operations identified at the daily morning and pre-tour meetings;
  • Ensuring that onboard risk assessments are properly controlled and that they are systematically reviewed and updated as necessary, in accordance with Company requirements;
  • Maintenance of the onboard Risk Assessment Database/Register;
  • Monitoring the quality of Risk Assessments and Lifting Plans, and reporting any deficiencies to the Master / O.I.M.;
  • Promote Stena Drilling’s “Golden Rules” and the rig’s “House Rules” during team discussions.
  • Carrying out Safety Inductions for all personnel new to the vessel;
  • Carrying out the HSE related training identified in the Onboard Training Matrix;
  • Maintaining the Onboard Training Matrix records, identifying who has been trained, and when;
  • Reviewing the scope of the Onboard Training Matrix periodically to ensure it remains suitable;
  • Continuous monitoring of the Permit to Work (PTW) system.  This involves performing three (3) PTW checks per week and a monthly PTW audit;
  • Development and implementation of an area inspection plan which ensures that all areas onboard are checked on a quarterly basis;
  • Regular review of the vessel House Rules based on the findings from inspections, STOP tours, and other forms of monitoring;
  • Ensure that storage, handling and use of chemicals are done in accordance with procedures.
  • Participating in Incident Investigations:
    • Taking Witness Statements
    • Collating evidence
    • Drafting Investigation Reports
  • Encouraging participation in the STOP programme, and coaching personnel in its use;
  • Carrying out regular STOP tours/audits both on an individual ad-hoc basis, and in planned tours with the Master/OIM and Heads of Department;
  • Monitoring the vessel STOP Card Register and expediting close out of Open STOP Cards;
  • Administration and analysis of STOP card data to identify potential trends, reporting such trends, and identifying appropriate corrective measures in consultation with the onboard management team.
  • Ensure work site is safe and that all tools used are in a satisfactory condition.
  • Promoting, monitoring compliance with, and reviewing the Company’s ‘Golden Rules’;
  • Monitoring the status of Safety Alerts issued to the vessel and expediting close out of any associated actions;
  • Ensuring that all Incident Notifications and associated reports/documentation are logged/filed in Synergi in a timely manner;
  • Monitoring and expediting close out of Synergi actions;
  • Environmental / ISO 14001 focal point onboard.
  • Ensure familiar with correct use, type and location of all Oil Spill Equipment.  
  • Comply with Stena Drilling’s waste segregation policy. .

Health, Safety & Environment

  • Must be fully committed to preventing damage to the environment and shall work in accordance with Stena Drilling’s Quality and HS&E Policies and Procedures.
  • Demonstrate commitment to the Company’s Health, Safety & Environmental Policies through leadership and guidance.

Training

  • Undertake training onshore and offshore to comply with the Training Matrix.
  • Complete Stena Drilling’s Competence Assurance Scheme within 12 months of being assigned.
