Job Description

Expression of Interest, Terms of Reference for Enumerators, Adwuma Pa Project Community Assessment

             

Background

The Adwuma Pa Project is a 4-year (2018-2022), initiative to reduce risk of child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within Ghana’s cocoa supply chain. Adwuma Pa therefore targets vulnerable women and girls with an integrated package of interventions in the key areas of livelihoods, microenterprise and gender integration. The interventions are designed to improved economic participation of women and girls and to improve business practices by private sector actors to protect against child labor, forced labor, and other violations of labor rights for vulnerable women and girls working within a supply chain. Gender equality is integrated into all activities.

Adwuma Pa Project operates in four municipal/district assemblies: Tano South and Asunafo North Municipalities in the Ahafo Region, Bibiani-Anhwiaso-Bekwai Municipality in the Western North Region and Asikuma-Odoben-Brakwa District in the Central Region. The project targets 5,000 vulnerable individuals (2,500 women aged 18+ and 2,500 girls aged 15–17) in 80 communities; 20 in each of the municipalities/district.

Since January this year, Adwuma Pa has been busy with pre-implementation activities and ensuring that stakeholders understand what the project sets to achieve. The project, therefore, is planning to start participants’ selection for the interventions to kick start. Therefore, the community assessment is intended to fill in some few data gaps required to better understand the distribution of potential participants in the project areas. This will help with appropriate targeting for the various interventions.

The assessment, which involves enumerators training on the questionnaire as well as pre-testing of the data collection tool and actual data collection will commence on 30th September 2019 in the various municipalities/districts and end on or before October 11, 2019. There will be two enumerators assigned to each district.

Duties of the Enumerator

  1. Participate in community assessment data collection training, pre-test and pilot the data collection tool in the field.
  2. Administer community assessment in assigned communities in the assigned municipality/district of performance.
  3. The enumerator will as part of his/her duties, review all of his/her administered questionnaires and make all the necessary corrections in the field.
  4. The enumerator is required to complete the required number of questionnaires, as assigned to him or her daily.
  5. The enumerator is required to participate in data quality review sessions each evening at the end of the day’s assignment.
  6. The enumerator MUST be prepared to comply with the CARE International in Ghana - Adwuma Pa Project policies and regulations (including the contract terms for the assignment) within the assignment period.
  7. The enumerator shall comply or enforce the appropriate data confidentiality and proprietary rights in accordance with recognised standards.
  8. The enumerator MUST be ready to comply with any other directives that would enhance the quality of the data being collected during the assessment.

Required Skills or Experience

  • A minimum qualification of a first degree from a recognized University or Polytechnic preferably in Agriculture, Social Science, Community Development, and Statistics
  • Familiar with qualitative data collection techniques (especially focus group facilitation)
  • Critical thinking, creative and analytical ability
  • Excellent communication skills and good team player
  • Good written and oral communication skills in English
  • Ability to communicate effectively in Twi (Akan) language
  • Experience in facilitating linkages, relationship building and networking
  • Excellent facilitation, People Skills, Integrity and Resilience/Adaptation and flexibility
  • Ability to multitask and work within deadlines
  • Proficient in use of Microsoft and cloud based applications, including Excel, Word, ODK or KoBo Collect
