Terms of Reference for Gender Equality and Women’s Empowerment Specialist (GEWE)
 
Project Background
WEE-NORTH is a five-year $8.45 million project funded Global Affairs Canada (GAC) and implemented by Alinea International in Northern Ghana. The project will be implemented from February 28, 2020 to March 31, 2025 and is estimated to reach 4,800 women industrial trades trainees and entrepreneurs.
 
It aims to enhance the economic empowerment, well-being and inclusive growth for women and young women in five regions of northern Ghana by providing practical opportunities to industrial trades training and entrepreneurship skills building in order to participate in industrial trades that are essential growth sectors for the northern economy. The project will partner with 9 TVETs (3 technical universities, 6 TVETs) located in five northern regions to offer industrial trades training opportunities to women and young women.
 
The project’s ultimate outcome is to contribute to enhanced economic empowerment, well-being, and inclusive growth for women in Ghana.
 
This will be accomplished through the achievement of three intermediate outcomes:
  • 100: Improved enabling environment and reduced gender-specific barriers for women’s participation in economic growth
  • 1200: Enhanced access to decent work for women and young women
  • 1300: Increased productivity, profitability, and innovation of women-owned businesses
Purpose of the Position
The role of the Gender Equality and Women’s Empowerment Specialist (GEWE) is to implement the gender equality strategy and activities to achieve the desired outputs and outcomes of the project.
 
Scope of Work
The Gender Equality and Women’s Empowerment Specialist position will involve working in a self-directed manner, as well as part of a team including Ghanaians and Canadians within a participatory and iterative project framework. Reporting to the Field Manager and under the technical direction of the Project Director/International Gender Equality and Women’s Empowerment Advisor, the GEWE Specialist coordinates and delivers programming activities and technical support to stakeholders and project staff to achieve project results. This position will work across all project processes and results streams supporting implementation of the gender equality and women’s empowerment strategy. The GEWE will be required to travel to projects sites within northern Ghana and on occasion to Accra on behalf of the project.
 
The specific roles and responsibilities of the GEWE Specialist are:
 
Gender-based Analysis
  • Identify and support the review and analysis of national TVET education policies to ensure they are gender responsive and that barriers for women training in industrial trades are reduced or minimized
  • Liaise with private sector companies to identify and address gender barriers in their work places to achieve more gender friendly workplace experiences for young women
  • Ensure gender mainstreaming is applied to all project processes and systems
  • Review of TVET and Technical university teaching and learning environments for gender equality gaps and barriers
  • Interact with beneficiaries and communities to identify social, economic and educational gender barriers, obstacles and solutions to industrial trades training and employment for young women
Training and Facilitation
  • Organize and facilitate technical training and workshops using GBA for TVET staff, GES and private sector stakeholders for improving the gender responsiveness of their institutions and work places
  • Provide technical guidance and tools to project staff members in the field to identify and address gender equality barriers
  • Facilitate the learning and skills development of project staff and stakeholders to better understand the gender barriers and implications of education policies and practices on young women
  • Recommend activities and interventions to address identified barriers in support of the project’s gender results
Performance Reporting and Learning
  • Support learning initiatives and data interpretation processes for the utilization of gender-related findings in progress reports, communications and project design
  • Support work planning and annual reporting with a purview of utilization of findings and learning

Required Skills or Experience

  • Minimum of 5 years of professional experience in the gender equality and women’s empowerment work for international development projects
  • Experience using GBA based on internationally accepted practices
  • University degree in Education, Social Sciences, Gender Studies or equivalent combination of education and professional experience
  • Experience in developing and implementing GBA and mainstreaming project systems for a variety of donors, including Global Affairs Canada and other multilateral or UN agencies
  • Familiarity with gender indicators for women’s economic empowerment and decent work
  • Familiarity with the intersection of gender and educational barriers for women and men
  • Excellent facilitation and coaching skills
  • Demonstrated ability to work effectively as a member of a fast-moving team, willingness to contribute at different levels required to achieve success, self-motivated and ability to work independently
  • Strong strategic analysis, organizational skills, detail orientation, and timeliness of performance
  • Demonstrated excellence in written and verbal communication, and interpersonal skills
