PART 1
1.0 Introduction
USAID/Ghana Health Marketing Activity, is a 5-year USAID funded project, with an overall goal to promote the adoption of healthy behaviors among individuals by improving access, demand, and uptake of high impact health products related to family planning (FP); maternal, newborn, child health and nutrition (MNCHN); water sanitation and hygiene (WASH); HIV/AIDS; and malaria prevention and treatment.

This activity is being implemented by Total Family Health Organisation (TFHO); an indigenous Ghanaian social marketing organization duly registered in accordance with the laws of Ghana on February 1, 2017 as a non-governmental organization. In close partnership with government agencies, private sector, and civil society organizations, TFHO implements innovative evidence-based social and behavioural change communication interventions that seek to increase access to and the utilization of health products and services in a measurable and impactful way.

1.1   Information
This Part I, Bidding Instructions and Procedures, will not form part of any resulting award or contract.  It is intended solely for the information of prospective Suppliers.

1.2   Bidding/Proposal development Costs
Bidders are under no obligation to prepare or submit proposals in response to this Request For Proposals (RFP) and do so solely at their own risk and expense. TFHO and the USAID Health Marketing Activity does not undertake to reimburse any costs incurred, therefore.

1.3  Review of RFP 
Bidders are solely responsible for the careful examination of all the terms and conditions of this RFP and to comply fully therewith.  Failure to do so will be at the Bidder’s risk and expense. 

1.4   Language
All documents submitted in response to this RFP, as well as all correspondence in connection with the RFP, shall be in the English language.

1.5   Clarifications
Inquiries concerning this RFP must be submitted in writing, to be received by the date shown on the Cover Page.  Such inquiries shall be sent by email, directed to Attention: Andrew Mensah Quaye, Email:  procurement@tfhoghana.org

TFHO under the USAID Health Marketing Activity is under no obligation to consider or respond to questions that are not received by the requested date.

1.6  Bid Preparation
Bidders should submit their responses to this RFP to include a:

  • Technical Proposal
  • Cost Proposal

i. Finance Health Check Form
The selected contractor will complete and present all necessary forms and documentation for a thorough evaluation by TFHO’s finance unit. Contractors shall be required to pass a full credibility check.

ii. Logistics
All logistics associated with establishing community-based distribution models for FP and other related health commodities and implementation of the resulting activity and associated materials are the responsibility of the organization.

Logistical considerations may include but are not limited to the following:

Ensure regular coordination with TFHO, as described below.

  • With TFHO Sales and Technical teams, ensure regular coordination with District GHS teams in the Northern, North East and Savannah regions. 
  • Ensure clear and complete tracking and documentation of all expenses, including but not limited to retaining receipts.
  • Ensure availability of sufficient supplies for implementation of the activity and associated materials at targeted health facilities, CHPS, and communities.
  • Secure a suitable location for training, as relevant
  • Ensure the safety and security of personnel.
  • Maintain routine communication with TFHO team, including weekly phone calls, in-person meetings, and written reports as requested.
  • Submit soft and hard copies of the activity reports and associated materials to TFHO before the end of contract at the request of TFHO
  • Must have a storage facility to store minimum quantities of inventory of any kind for activities

Eligibility:

  • This call is open to only Ghanaian Non-Governmental Organizations (NGOs) or Community Based Organizations (CBO) duly registered in accordance with the laws of Ghana as a local Organization. NGOs/CBOs with extensive experience implementing community-based health interventions in Northern, North East, and Savannah regions will be preferred.
  • Provide evidence of previous partnership with other organizations (if any) or any other initiative for social action.

 

PART 2:  SCOPE OF WORK

2.0 Background
On August 7, 2020 USAID/Ghana awarded Total Family Health Organization the USAID Health Marketing Activity in support of the mission’s Country Development Coordinating Strategy (2020-2025) goal of building a more self-reliant Ghana offering a productive, healthy life to all its citizens.

2.1 About Health Marketing Activity:
Health Marketing Activity is USAID Ghana’s initiative in private sector health. This activity is to promote the adoption of healthy behaviors among individuals by improving access, demand, and uptake of high impact health products related to family planning (FP); maternal, newborn, child health and nutrition (MNCHN); water sanitation and hygiene (WASH); HIV/AIDS; and malaria prevention and treatment. The activity supports USAID/Ghana’s goal of a self- reliant Ghana offering productive healthy life to all its citizens.

The activity aims at attaining a well-established community-based distribution model to strengthen and scale up distribution of FP and related health commodities along with accurate health information to all districts in the Northern, North East, and Savannah regions, drawing on the entrepreneurial skills of community members to venture into the business, to create jobs, and to use outlets/individuals as change agents within their respective communities.

TFHO seeks a suitably qualified and experienced Non-Governmental Organization (NGO)/Community Based Organization (CBO)  to implement an innovative community-based distribution program, for essential health commodities, in selected districts in the   Northern, North East, and Savannah regions.

Below is a description of the specific roles of the selected NGO/CBO under this activity:

Community Social and Behaviour Change and Demand generation Activities: The selected NGO/CBO will receive funds
to lead innovative  community based social and behaviour change and demand generation activities to promote the adoption of positive health behaviours, demand and use of  family planning and other essential health commodities.  These may include activities such as group discussions, community education, road shows, announcements, social events among others across their catchment areas. NGO/CBO will be expected to select and train community volunteers to provide first level education on Family Planning and other health related areas such as MCH, WASH, HIV/AIDS, Nutrition, Malaria prevention and treatment etc using various communication aids. These activities will be targeted specifically at targeted population to increase awareness and promote behaviour change. These shall be carried out in close partnership with the communities, opinion leaders, traditional, and religious leaders, etc.

Community Based Distribution and Sales: The NGO/CBO is expected to develop and implement community level distribution strategies to improve last-mile access to selected essential health commodities within designated districts for the target population. The organisation shall do this through a joint effort with TFHO by conducting activities leading to identifying and recruiting non-traditional outlets and volunteers for FP and other health-related products under the activity. Activities will include, but not limited to,  scouting for existing traders, table-top sellers, local bar and drinking spot operators, tea/indomie vendors, barbering shops etc. or volunteers who appreciate the need to take advantage of new business opportunities under this project.

2.2 Geographical Scope
Bidders are expected to propose a total of at least six (6) districts for implementation of this activity. The proposed districts should be from Northern, North East, and Savannah regions.

Interventions are to be implemented to reach all communities within the selected districts.

2.3 Proposed size of grant
A proposed value of grant size is GHC150,000.00 per an operational region

Required Skills or Experience

1.9  Bid Evaluation
In evaluating the proposals, TFHO will seek the best value for money rather than the lowest priced proposal. TFHO will use a two-stage evaluation procedure:

  • Stage 1:  Evaluation of the Technical Proposal.
  • Stage 2:  Evaluation of the Cost Proposal for proposals that pass the Stage 1 evaluation.

1.10 Criteria for evaluation
All proposals duly submitted (i.e. with all relevant documents requested and before the deadline) will be evaluated and scored by a Procurement committee using the criteria below:

Overall approach proposed for the activity.

  • Technical expertise and competence of proposed staff members
  • Demonstrated understanding of the proposal requirements outlined in the scope of work.
  • Similar previous implementation experience and proven technical competence in implementing community-based health programs.
  • Clarity of timelines to accomplish the tasks assigned.
  • Cost competitiveness

TFHO is not bound to accept the lowest or any proposal and reserves the right to accept any proposal in whole or in part and to reject any or all proposals.

TFHO shall not be legally bound by any award notice issued for this RFP until a contract is duly signed and executed with the winning Bidder (s).

Any resulting contract will be subject to the terms and conditions provided by TFHO
