Project Description
World Education, Inc. seeks candidates for the role of Chief of Party (COP) for an anticipated USAID-funded CARE REFORM Project in Ghana. The project aims to build national capacity to implement the national strategy to reintegrate children in orphanages into family based care. World Education, Inc. (WEI) has been working in Ghana for 20 years. Through our Bantwana Initiative, we are a leader in the development of high quality, comprehensive OVC service delivery in Africa. WEI/Bantwana brings a significant track record of excellence and innovation in improving access to, and quality of, family based care and support. It focuses on strengthening coordination and harmonization of care, protection and support services for OVC households from community to national level.

Position Description
The Chief of Party is responsible for overseeing high-impact, scalable, and sustainable programming; establishing long-term, cooperative relationships with key ministries, donors, and partners; ensuring smooth transition to local partner leadership. The selection of the applicant is subject to USAID approval.

Based in: Accra, Ghana

ROLES AND RESPONSIBILITIES

  • Provide overall technical and management leadership and financial oversight including managing partner relations and ensuring technical and management excellence.
  • Liaise closely with the Government of Ghana and relevant ministries to promote harmonization and collaboration among ministries, the private sector and NGOs.
  • Foster an enabling policy and regulatory environment with national ministries.
  • Work with and build capacity of local NGOs and government stakeholders in providing health, social protection, education, and strengthening services to vulnerable children, adolescents and families.
  • Represent the project to USAID, the Government of Ghana and other key stakeholders.
  • Maintain ongoing and regular communications with the home office.

Required Skills or Experience

  • Master's Degree or higher in international development, public health, business administration, Social Sciences, or a closely related field.
  • 10+ years of experience designing, implementing and managing large-scale projects involving multiple partners, in/for developing countries, of which at least 5 years has been spent in a senior management role.
  • Experience with OVC, child protection/welfare, family based care, systems strengthening, capacity building, quality improvement, or policy development.
  • Strong knowledge of the objectives, components and prior achievements of the Care Reform Initiative.
  • Excellent leadership qualities and in-depth technical and management expertise, with demonstrated credibility as a Chief of Party, program leader and manager, preferably on USAID funded projects.
  • Experience interacting with government agencies, host country governments and counterparts, and international donor agencies.
  • Excellent writing and oral presentation skills in English.
  • Strong interpersonal and communication skills.
  • Management experience with US Government cooperative agreements, grants, or contracts.
