Introduction
The Women’s Voice and Leadership (WVL) program is a global initiative that recognizes the power and potential of women and girls to promote, protect and uphold their human rights. Global Affairs Canada (GAC) launched the initiative as part of Canada’s Feminist International Assistance Policy which is founded on the premise that gender equality is one of the most effective ways to eradicate poverty. Plan International Ghana and Plan International Canada are proud to partner GAC on this innovative and feminist program, and specifically to lead the Women’s Voice and Leadership – Ghana (WVL-Ghana) project in collaboration with two national women’s rights networks, namely the Network for Women’s Rights in Ghana (NETRIGHT) and Women in Law and Development in Africa (WiLDAF). Together, the project aims to deliver an initiative that will promote a vibrant and sustainable women’s rights movement and funding ecosystem in Ghana, consolidating the power and voice of women from across the country to lead their own development, demonstrate their agency, and influence policy.
Women’s Voices and Leadership (WVL) - Ghana is a five-year initiative (March 2019 to March 2024). The initiative aims to support the capacity and activities of local and regional WROs and movements to empower women and girls, advance protection of women’s and girls’ rights, and achieve gender equality in Ghana. The ultimate outcome of WVL-Ghana is increased enjoyment of human rights by women and girls and the advancement of gender equality in Ghana.
In addition to NETRIGHT and WiLDAF, approximately 96 local, regional and WROs will participate in the project through capacity development opportunities, grantees of multi-year and flexible funding, and contributors to a common advocacy agenda. Through these combined interventions, WVL-Ghana aims to support WROs to deliver gender transformative programs and innovations to advance gender equality and promote women and girls’ rights in the social, economic and political spheres. The project also works closely with the Ministry of Gender, Children and Social Protection (MoGCSP) and its Department of Gender (DoG).
Through a Participatory Institutional Assessment (PIA), WROs have been supported to identify their own strengths, capacity gaps, and priorities. In this regard, 21 selected recipients of Gender Transformative Grants and the 2 Network Partners have participated in the PIA process. Following this process common capacity development needs were identified and prioritized by the WROs to indicate the 4 training modules to be developed. Accordingly, selected Core Trainers and Coaches (CTCs) will undertake Training of Trainers (ToTs) to cascade these trainings among the 23 GTP and OD grantees and other WRO partners.
Objectives and Purpose of Core Trainers and Coaches
The participating WROs came together to validate and prioritize the common capacity development needs across the organizations. This process informed the common training modules to be developed and delivered to the 23 GTP and OD grantees and other WRO partners. Guiding the overall capacity development approach, a feminist model for organizational development will also be designed to ensure each of the training modules responds to the unique needs and operating context of WROs in Ghana. A team of CTCs from within the women’s movement in Ghana will be identified to deliver these common training modules and ongoing mentorship.
Leaders to Serve as CTC Team
A team of 10 - 12 CTCs (6-8F/4M) from across the targeted regions will be identified by the PMT and the Network partners. The CTCs will be comprised of representatives from the WROs, GTP grantees, and other gender experts, academics and professionals within Ghana. To ensure this, an appropriate team will be selected as CTCs using the following criteria to identify members:
Scope of Work
The CTC team will work across all geographic regions wherever WROs are based in the six target regions of Greater Accra, Central, Northern, Upper East, Bono, and Bono East. The work will be in a form of direct in-person and virtual training facilitation.
