BACKGROUND OF THE PROJECT
The purpose of the Ghana Fisheries Recovery Activity (GFRA) is to prevent the collapse of the small pelagic fishery sector in Ghana while improving the supplemental livelihoods, resilience, and food security. This activity seeks to improve supplemental livelihoods and resilience measures for fishing communities, particularly for women and youth; facilitate private sector engagement and market linkages in the fishing sector; strengthen government capacity in policy-making, regulation and enforcement; strengthen improved science and research, including data for policy and management decisions; and empower key stakeholders to effect change.
 
Tetra Tech ARD is seeking the services of a consultant to undertake a Market Analysis of Financial and Socially Suitable Livelihoods and Small Pelagic Fisheries Value Chain Analysis in Ghana’s coastal communities.
 
The objective of the Value Chain Analysis (VC) of small pelagic fisheries is to identify market demands and requirements, VC inefficiencies (e.g., post-harvest losses and higher market accessibility challenges), and priority opportunities for value addition and new market penetration. The value chain analysis will characterize and quantify the relationships at all stages of production, processing, and distribution to the consumption of fish and other fishery products. It will map actors, assess actors’ habits, preferences, practices, and competencies, as well as the effectiveness of linkages and functions. It will also identify the economic value at each stage of the chain and make a comparative analysis of the cost-benefits of each operation.
 
While the objective of the Financial and Socially Suitable Livelihoods (FSSL) study is to conduct a market analysis to identify and support suitable alternative or supplemental livelihoods for men, women, and youth exiting or reducing labor within small pelagic fisheries-related livelihoods. This is intended to reduce pressure on fishery resources and enhance sustainable management of fish stocks.
 
RESPONSIBILITIESAND MAIN TASKS
  • Review research documents; The consultant shall conduct a comprehensive review of the already prepared research materials including the research design and the survey tools for both the FSSL study as well as VCA of small pelagic fishery study. In addition to this, the consultant shall review literature on these two research areas. The research design and literature review shall guide the consultant to finalize the survey tools and develop the outline and structure for the reports.  
  • Pre-test research tools; The Consultant is expected to pre-test research and other relevant data collection instrument and review them based on the outcome of the pre-testing session for final output.
  • Recruit and train enumerators on research tools; The consultant shall recruit, retain, and train at least 10 enumerators on research tools,  community entry and exit, data collection approach and report  writing. The training will include the project’s overall objectives and work ethics which will be handled by GFRA.
  • Data Collection and management; Using a computer assisted personal interviews (eg. Kobo Toolbox), the Consultant is expected to supervise the enumerators in the collection and management of real-time data for monitoring and quality control.  Data should be collected digitally by enumerators and uploaded in real time to a centralized database to ensure consistency and quality.  It is expected that the consultant will design, manage, and oversee all aspects of the data collection and management system.
  • Data Analysis and Reporting; The consultant shall analyze the data collected and using an approved reporting template and outline, prepare and submit two separate reports; market analysis of Financial and Socially Suitable Livelihoods in coastal communities report and Value Chain Analysis for Small Pelagic Fisheries report.
  • Presentation of Research Findings; The Consultant shall present the research findings at an external validation workshop. The consultant shall incorporate inputs from the validation workshop and finalize the report for submission. 
  • Any other Activities; The consultant shall also be engaged in any other research related activities that come up during the course of this activity. Other tasks assigned by the Market and Private Sector (MPS) Specialist or Deputy Chief of Party (DCOP); and other functions inherent in the post.

  • Complete timesheets of activities undertaken under this assignment.
