Job Description

Overview: 

The USAID-funded Ghana Market Systems and Resilience Activity (MSR) is a five-year, $35.9M follow-on project to USAID/Ghana ADVANCE II. MSR will leverage over a decade of experience linking smallholders to markets, inputs, and services in Ghana. The project will strengthen commercial relationships between market actors, improve the rural entrepreneurship ecosystem to enable greater market participation, particularly for women and youth, expand the availability of agribusiness services, and link targeted policy initiatives to improved local economic governance. These activities will result in competitive, stronger, and more resilient markets, thus increasing inclusive agriculture-led economic growth in northern Ghana. 

Pursuant to its mission, ACDI/VOCA is seeking for experienced and talented professionals for the Capacity Building Team Leader position. The position will be based in Tamale and is responsible for building institutional and human capacity through implementation of one of the project’s objectives. The job holder will be expected to develop a capacity building strategy and implement and coordinate capacity building interventions. The employee will provide technical guidance and support to their team, which is comprised of a BDS Specialist, OB/OB Network Capacity Building Specialist, Women and Youth Entrepreneurship Specialist, and Ag Research & Technology Specialist. The Team Leaders will contribute significantly to the project's theory of change and play an essential role in ensuring that their team has clear guidance and support, opportunities for personal initiative, and the skills to continually improve performance. 

Responsibilities: 

The Capacity Building Team Leader is expected to contribute fully to the overall objectives of the MSR project and must always conduct themselves in a proper manner as a senior representative of the program. Additionally, they are responsible for the safe keeping and care of program assets assigned to their care.   

Specific tasks include:   

  • Lead Objective 2 implementation, including management of the Objective 2 technical team to effectively strategize, design, and carry out their work plan.  
  • Assure that the capacity building team employs the appropriate technical strategies and methodologies to achieve maximum benefits toward short- and long-term project goals. 
  • Empower market actors to own and lead the process of adopting technical and administrative capacity recommendations, which will improve their ability to perform in the agriculture sector. 
  • Identify appropriate partners (BDS providers, training organizations, public sector agencies), document their status and intervention needs, and adopt the most appropriate measures to make them effective and efficient.
  • Identify change drivers and develop strategies for leveraging/facilitating their investments, innovation, and risk (when needed).
  • Closely monitor the performance of actors and document all changes (both qualitative and quantitative) in line with the program's M&E framework for tracking the transformation process. Ensure that all such data and information is shared within the program. Assist the M&E team to feed data into the MIS system.
  • Identify STTA needs that support the capacity building and training program. Assist in the recruitment/contract process (needs identification, SOW, requests) and review their reports and deliverables.
  • Utilize the project grants program for appropriate grant concepts and implementation. Design grants that facilitate the adoption of program objectives.
  • Guide the capacity building team through the MSR gender mainstreaming plan and environmental management plan to ensure that they are incorporated into their daily operations.
  • Work closely with other Team Leaders and staff to integrate and coordinate program activities, effectively utilize project equipment and resources, and communicate clearly with multi-program actors on common messaging and united assistance.
  • Contribute to the preparation and drafting of the capacity building components of the quarterly and annual reports, as well as other project publications as required.
  • Using a team approach, formulate the annual implementation plan for the capacity building program, lead its implementation, and use it to monitor and report results.
  • Actively engage with program stakeholders as they relate to capacity building, including financial bodies, NGOs, government agencies, universities, value chain actors, other donor programs, and strategic partners.

Required Skills or Experience

Minimum Qualifications: 

  • University degree in agriculture, business, or related field.  
  • Minimum eight years of progressively responsible experience managing capacity building, preferably with an international NGO. Must have a minimum of two years of supervisory experience. 
  • Demonstrated understanding of best practices, and proven ability to stay abreast of and adapt to emerging approaches.
  • Must have excellent critical thinking skills and sound judgment. 
  • Good communication skills. Ability to communicate effectively with people on all levels both inside and outside the company.  
  • Strong written communication skills, including demonstrated ability to write required documents in a clear, concise, and well-organized manner.
  • Demonstrated solid computer skills using in Microsoft Office Suite, especially Word, Excel and PowerPoint.
  • Strong mentoring and teambuilding skills. 
  • Fluency in English, written and oral. 
  • Ability to travel within the country as necessary.
