Oxfam in Ghana currently works in 11 out of Ghana’s 16 administrative regions. Job Description Oxfam is a global movement of people working together to end the injustice of poverty. Job Purpose: Video Documentary on Women Economic Advancement for Collective Transformation (WEACT) Project Background, Rationale and Purpose of the Video Documentary: Women Economic Advancement for Collective Transformation (WEACT) is a five -year project with support from Global Affairs Canada. The Project aims at contributing to enhancing economic empowerment, well-being and inclusive economic growth for 2,170 women from 50 cooperatives in the cocoa and shea value chains located in 9 geographic districts in 6 regions across Ghana including the Savanna, Upper West, Upper East, Northern, Western, and Western North Regions of Ghana. WEACT works to increase women’s agency and leadership to become economically empowered through multiple entry points. It will bring together many stakeholders working collaboratively and banking on their strengths and areas of influence to shift gender-related attitudes and behaviours across the agricultural sector. The WEACT project works with partners including SEND Ghana, Friends of the Nation (FoN), Women in Law and Development in Africa (WiLDAF), Tungteiya Women’s Association, Shea Network Ghana, NORSAAC and Viamo in a systemic approach to tackle the barriers women face in seeking to increase their agency and leadership to be economically empowered. The WEACT project implementation includes a production of a video documentary to account for the progress made on the primary change agents over the period of this TOR outlines the requirements of this activity Objectives of the Project:
Specific Objectives of the Assignment: The documentary is intended to help us achieve the following specific objectives:
Scope and Scale
The prospective media consultant will select and interview a number of the beneficiaries and film them in their homes and local environment, as they explain key lessons they have picked from the project and impacts on their lives and their hopes for the future when they are able to access agricultural resources. The video crew is expected to do a three- round visit to the project areas to film training sessions with partners, practical field demonstrations and beneficiaries to find out in their own words what difference the project has made to their lives. The video documentary will be used to make a strong case for investment into women economic empowerment and a possible call for project extension.

Methodology:
The documentary will employ a participatory methodology, engaging all key stakeholders including Oxfam and partner staff who should be provided with an opportunity to provide input and comment to the team. Case studies should be used for qualitative evidence of the program achievements. Quantitative analysis, including savings made on the alternative livelihoods provided, benefits of gender model families, legal literacy volunteers, access to markets, new skills learnt for improved economic wellbeing of beneficiaries. Interested media consultants will be asked to tender a short outline methodology of how they would tackle this documentary. This should include:

Oxfam prefers to pay an agreed price for the totality of the work. Payment will be made in instalments.
Schedule, Budget, Logistics and Deliverables: The assignment will run for two (2) years beginning from July 2022 to June 2024. The main expenses anticipated are lead consultant’s time; footage capture and editing; travel (other travel cost aside the cost during the field trip) translation; and other directly associated costs. Oxfam will provide transportation and accommodation to and from the project site in Northern, Upper East, Upper West, Savannah Western and Western North, during field visits. The crew will visit the project site 3 times over the two years period.
Required Skills or Experience Oxfam is looking for media consultants with a strong record in producing high quality short films/video, of advocacy and campaigns. The organisation/team leader will need wide respect and credibility within the field, excellent knowledge of public communication, communication for change, and a good understanding of media advocacy work.
